Job Description - Stakeholder Engagement Lead


Salary: Up to £70,000 per annum dependent upon experience


Contract Type: Permanent – Full Time


Security Level: BPSS

The Purpose Of the Role

Establish and drive forward strategies for the efficient and seamless coordination stakeholder engagement activity required to deliver the aims of the Airspace Modernisation Strategy, ensuring engagement activity is both effective and efficient.


 


Responsible for shaping and delivering the UK’s national engagement strategy relating to Future ATM/ANS technologies, future surveillance requirements, and equipage pathways. The role will support the transition toward next‑generation standards, interoperability frameworks, and any future adoption of new policies. Also responsible for creating and owning all stakeholder artefacts, working with teams across the CAA to support and improve best practice.


 


Lead on stakeholder engagement activity at a programme level for projects that develop new policies and rule-making activities ensuring engagement with relevant airspace control authorities, other airspace user stakeholders and community groups where necessary/applicable. The role acts as a central coordination point between the CAA, industry, government partners, and airspace modernisation programmes.


 


Core Accountabilities


 



  • Develop and implement engagement materials to support the programme, adapting as required to ensure messaging is appropriate to the audience and delivered as effectively as possible across General Aviation (GA), commercial operators, UAS operators, technology manufacturers, and airspace stakeholders.

  • Maintain a programme wide view of key engagement activity to ensure we are effectively prioritising and grouping messaging where required. Facilitate open dialogue, workshops, and thematic engagement sessions to ensure transparency and collective understanding of the programme roadmap.

  • Lead on development of formal consultation activity including assisting in the preparation of consultation material by leading industry-facing evidence-gathering exercises, surveys, and requests for information and identification of core engagement channels, industry groups and events.

  • Ensure all engagement materials produced meet the required standard, effectively translate complex technical issues into language that can be understood by a diverse range of key stakeholders.

  • Identify relevant channels for engagement, including development of web or social media content, always considering innovative approaches.

  • Represent the CAA at conferences, industry forums, and working groups.


 


About You


 


Minimum essential requirements for the role:


 



  • Degree or equivalent professional experience in stakeholder engagement, communications or policy

  • Experience in managing complex stakeholder engagement with multiple, varied stakeholders in high-pressure situation

  • Strong collaborator and will use gravitas to inspire confidence amongst a diverse set of stakeholders

  • Innovative in approaches to communication and able to develop novel solutions, based on understanding of different communications channels and their reach

  • Capability to drive through these solutions proactively, with minimum supervision, while working collaboratively with a multi-disciplined team

  • Extensive aviation experience across GA, CAT, ATC, Flight Ops and emerging technologies. Alternative experience in technology innovation or government transport/innovation policy considered

  • Excellent communication skills both written and oral in engaging with contacts at all levels throughout the CAA and externally, with an ability to interpret, simplify, and communicate technical frameworks and regulatory proposals

  • Ability to rapidly establish constructive working relationships with technical specialists and with our core external stakeholder groups, including general and commercial aviation representatives, new user representatives, manufacturers, air navigation service providers, airports and the military

  • Able to manage multiple concurrent workstreams

  • Experience with policy documents, FOI responses, ministerial briefings, speeches, and stakeholder content

  • Cross-government stakeholder experience (DfT, Home Office, DSIT, Police, NPCC)

  • Experienced in managing senior stakeholder relationships, resolving conflicts, and participating in international aviation authority and industry forums.

  • Strong interpersonal skills and ability to influence at all levels

  • Confident public speaking and presentation skills

  • Experience with stakeholder models and ROI tracking for engagement campaigns

For many appointments within the CAA, these roles require access to operationally sensitive infrastructure and/or Nationally Protected information. For these roles the post holders must undergo National Security Vetting and achieve the appropriate level of clearance.


 


BPSS - To be vetted you must have the right to work in the UK so that meaningful checks can be undertaken.

Relocation & Property


The CAA will be relocating from Aviation House (Our Gatwick Office) to new premises in a few years’ time. Our move is driven by strategic, operational and environmental considerations.


 


We will be moving to a new local home, up to a 15-mile radius of Aviation House, to minimise disruption for our valued colleagues and customers.


 


We are now working with colleagues and visitors to understand what we need in our new office, before we start our property search. We will sell Aviation House and land, vacate the site and move to new premises, but we do not expect to move before 2028
