Street Works Inspector

8 Month Contract With A Local Authority

To provide effective street works inspection, coordination and monitoring services across the highway network, ensuring that statutory undertakers, highway authorities and other works promoters comply with relevant legislation, permit conditions, safety requirements and codes of practice.

The post holder will support the application and enforcement of the New Roads and Street Works Act 1991 (NRSWA), Traffic Management Act 2004 (TMA) and South East Permit Scheme (SEPS), helping to minimise disruption, maintain the safe and efficient movement of traffic, protect highway assets and ensure all applicable income is recovered.

Key Responsibilities

• Carry out timely and accurate inspections of statutory undertaker, highway authority and other permitted works on the highway network.
  


• Assist with the administration and application of NRSWA, TMA and SEPS requirements within the borough.
  


• Undertake computer-generated random sample inspections to ensure compliance with permit conditions, the Safety at Street Works and Road Works Code of Practice and the Specification for the Reinstatement of Openings in Highways (SROH).
  


• Identify defects, non-compliance and safety issues and issue defect notices, directions or other appropriate actions.
  


• Carry out inspections of completed works to identify potential Section 74 overrun issues and challenge works durations where appropriate.
  


• Monitor street works and road works to support effective network management and minimise disruption to traffic and road users.
  


• Identify and report failures relating to statutory undertaker apparatus or highway assets and follow up to ensure remedial action is completed.
  


• Procure or arrange remedial works through the term maintenance contractor where dangerous defects or failures require urgent intervention.
  


• Programme and undertake follow-up inspections arising from defect notices and other enforcement actions.
  


• Assist with the assessment of permit applications, including granting, refusing or requesting modifications to permit applications as appropriate.
  


• Monitor compliance with permit conditions and support the issuing of Fixed Penalty Notices (FPNs) and recommendations for prosecution where appropriate.
  


• Assist with the collection and preservation of evidence required to support enforcement or legal action.
  


• Assist in coordinating works and activities on the highway network, liaising with statutory undertakers, internal works promoters, contractors and other relevant organisations.
  


• Respond professionally and efficiently to enquiries and complaints from members of the public, elected members, utility companies, the Police and other stakeholders.
  


• Provide appropriate advice and guidance to service users and works promoters regarding street works and network management requirements.
  


• Maintain accurate records of inspections, defects, enforcement activity, correspondence and other relevant information.
  


• Produce statistics, reports and other information required to monitor performance and support the effective management of the service.
  


• Provide robust inspection and evidential information to support invoicing, income collection and budget management.
  


• Support the recovery of permit fees, Fixed Penalty Notices and other applicable network management income, contributing to the operation of a cost-neutral scheme.
  


• Work collaboratively with colleagues across Network Management and other Council services to ensure effective delivery of the service.
  


• Comply with all relevant health and safety requirements and identify and report significant risks to staff, contractors or members of the public.
  


• Contribute to maintaining high standards of service delivery and provide cover for colleagues' duties where reasonably required.
  


• Undertake other duties appropriate to the level and responsibilities of the post.
  

Requirements

• Relevant qualification or demonstrable experience in street works, highway engineering, civil engineering, surveying, network management or a closely related discipline.
  


• Practical knowledge of the New Roads and Street Works Act 1991 (NRSWA), Traffic Management Act 2004 (TMA) and relevant street works legislation and codes of practice.
  


• Knowledge and understanding of permit schemes and the management and coordination of works on the public highway.
  


• Understanding of the Safety at Street Works and Road Works Code of Practice and Specification for the Reinstatement of Openings in Highways (SROH).
  


• Experience of undertaking inspections of street works, road works or highway-related activities.
  


• Ability to identify defects, unsafe practices and non-compliance and take appropriate action.
  


• Understanding of Section 74 overrun provisions and the principles of monitoring works durations.
  


• Experience of maintaining accurate inspection, enforcement and evidential records.
  


• Ability to gather and present robust evidence to support enforcement, invoicing or legal proceedings.
  


• Strong organisational skills, with the ability to plan inspections, manage competing priorities and meet statutory or operational deadlines.
  


• Good analytical and problem-solving skills, with the ability to assess technical information and make sound decisions.
  


• Strong written and verbal communication skills, with the ability to communicate effectively with utility companies, contractors, colleagues, elected members and members of the public.
  


• Ability to deal professionally and courteously with complaints and challenging situations.
  


• Ability to work independently while contributing effectively to a wider Network Management team.
  


• Good IT and administrative skills, including the ability to maintain accurate electronic records and produce reports and statistics.
  


• Understanding of health and safety requirements relating to highway works, pedestrians, road users and site activities.
  


• Commitment to providing a high-quality, customer-focused service and supporting the safe and efficient operation of the highway network.
  


• Ability to work outdoors and undertake site inspections in varying weather and traffic conditions.
  


• Relevant NRSWA or street works inspection qualifications would be desirable.
  


• Experience working within a local authority, highway authority, utility company or street works environment would be desirable.
