Hays are partnering with a large, complex and high-profile public sector organisation to recruit an experienced Interim Talent Acquisition Manager on a 3-month fixed-term contract in Manchester
This organisation manages a significant contingent workforce across a diverse operational environment and is undertaking a number of workforce and procurement initiatives. As a result, they are seeking a commercially astute professional who can provide strong interim support whilst helping to improve governance, compliance and end-to-end processes relating to contingent labour and supplier management.

Your new role
Reporting directly to a senior leader, this role will focus on the commercial management and governance of the organisation's contingent workforce arrangements.You will be responsible for ensuring agency, contractor and consultancy engagements are commercially robust, compliant and effectively managed.

Key responsibilities include:

Managing the commercial aspects of agency, contractor and consultancy agreements.
Providing expert guidance on contingent labour engagement and governance.
Ensuring compliance with procurement regulations, internal policies and IR35 requirements.
Supporting the management and oversight of supplier and vendor relationships.
Reviewing and enhancing end-to-end contingent workforce processes.
Managing contract renewals, commercial negotiations and supplier performance where required.
Advising stakeholders on procurement thresholds and commercial risk.
Working collaboratively with procurement, HR, finance and operational teams to ensure best practice and compliance.
Identifying opportunities to streamline processes and improve operational efficiency.This role would suit someone who can quickly build credibility with stakeholders, work autonomously and confidently manage complex commercial and contractual arrangements.

What you'll need to succeed
To be successful in this position, you will demonstrate:
Essential Experience

Significant experience managing contingent labour programmes, agency workers, contractors and consultancy arrangements.
Strong knowledge of agency, contractor and consultancy agreements and the associated commercial considerations.
Proven experience managing contracts, suppliers and commercial relationships.
A thorough understanding of IR35 legislation and its practical application.
Knowledge of public sector procurement regulations and procurement thresholds.
Experience improving and streamlining end-to-end workforce, procurement or contract management processes.
Strong stakeholder management skills with the ability to influence and challenge at all levels.Desirable

Experience within a public sector, regulated or large complex organisation.
Knowledge of workforce planning, contingent workforce management or managed service provider (MSP) arrangements.
Exposure to procurement transformation, supplier governance or commercial improvement programmes.This is an excellent opportunity for an experienced contingent workforce, procurement or commercial contracts professional looking to make an immediate impact in a high-profile interim assignment.
