Job summary
The Technical Assurance Manager has overall responsibility for the preparation, implementation and maintenance of the Technical Assurance Plan and the implementation of the processes and procedures identified therein to deliver technical self-assurance at each HS2 stage (HS2 Stage 4 - Detailed Design, HS2 Stage 5 - Construction and Manufacture, HS2 Stage 6 Handback - Test and Commissioning Stage). This includes any third-party assurance requirements.
The Technical Assurance Manager will be responsible for implementing and keeping up to date the required processes to self-assure the works, including but not limited to: Requirements and Requirements V&V, Standards, Departures [incl. concessions].
Key responsibilities
Prepare, implement and keep up to date the Technical Assurance Plan in compliance with: WI 300, Design; WI 310, Technical Assurance; and HS2 Technical Assurance Plan and the plans, processes and procedures referenced therein.
Accountable for preparing, implementing and keeping up to date for implementing the discipline specific plans: Requirements Management Plan; Configuration Management Plan; and Assurance & Certification Plan.
The Head of Technical Assurance shall lead the planning, co-ordination, and submission of all technical assurance activities and the resolution of technical assurance related issues to deliver a progressively self-assured design to achieve L3 certification for each work package to enable the completion of each technical lifecycle stage.
Ensure the plan describes the technical assurance to deliver a “right first time” and to be followed by Mace Dragados JV and its sub-contractors.
Develop a plan that demonstrates that Mace Dragados, as the first line of defence, has progressively delivered a fully technically assured, self-certified design that: is safe to build, operate and maintain; meets the requirements of HS2 Ltd as defined in the HS2 TAP; is compliant with the required standards and regulations; has been duly coordinated with the relevant stakeholders; has been verified and validated throughout its design; and is robustly evidenced.
Ensure that sound engineering and V&V result in the production of the evidence that assures all the stakeholders that the project is on track and will deliver what has been requested.
Ensure that the assurance evidence is progressively delivered through each project lifecycle via a HS2 Single Assurance Pack [SAP] comprising an L3, CSR & VVM.
Implement a plan that provides technical assurance evidence and which demonstrates that:

The HS2 and other third-party requirements have been properly managed and controlled and compliance of the designs to these requirements demonstrated.
All non-compliances and departures from the HS2 and other third-party requirements are raised in line with the HS2 Departures Procedure
All non-compliances and departures from standards as defined in the Project Standards Baseline are raised in line with the HS2 Departures Procedure.
Configuration is reported in the Configuration Status Report. Technical assurance will be achieved through application and checking of robust configuration management processes as described in further detail in the Project Configuration Management Plan

Responsible for handover between the Subcontractor and Mace Dragados ensuring that the correct handover documentation is available progressively to complete the works.
Accountable for Handover Package Listing [HPL] strategies and gaining buy-in from Project Managers, Responsible Engineers, and Subcontractors. This includes offering training modules to Subcontractors.
Accountable for HPL templates and trackers including the digitalisation of handover in ORIS to provide live data via a shared dashboard.

Technical competencies
Have excellent communication skills (including presentation skills) in English, both written and verbal and the ability to report at both Project and Board level.
Ability to manage teams of people in a multi-disciplinary environment. Excellent organisational skills and the ability to plan ahead and manage own time.
A good working knowledge of the:
Health & Safety at Work Act 1974,
Construction Health, Safety and Welfare Regulations 1996
Construction Design and Management Regulations 2015
Management of health & Safety at Work Regulations 1999 and
other relevant legislation

Qualifications, Certifications & Experience
Experience within a similar role within an appropriately sized engineering organisation.
Educated to degree or higher level or equivalent in a numerate discipline, typically Engineering discipline (or related). A lower educational level, typically HNC or HND, may be acceptable where a very significant level of experience in a senior technical engineering role can be demonstrated.
Membership of an appropriate Professional body, typically Chartered member of Institute of Civil Engineering or an international equivalent professional status.
