About the Project

Transport for London (TfL) has awarded Indra a long-term contract to operate, develop, enhance and expand ticketing and access control systems across London’s transport network through to 2034, with extension options to 2039.

This programme covers the maintenance, operation and evolution of a large-scale, complex ecosystem, including turnstiles, validators, ticket machines, sales terminals, back-office systems, payment gateways, IT infrastructure and cybersecurity that supports over 8.6 million daily journeys.

Therefore, Indra will become TfL’s strategic technology partner to guarantee the operation and evolution of the world’s largest and most sophisticated ticketing system. Following a transition period of approximately two years, Indra will serve as the sole provider across the network that includes more than 8,500 buses, nearly 400 Underground stations, around 300 rail stations (Overground, DLR, Elizabeth Line and suburban services), 4,000 Oyster Card outlets, seven customer service centres, and 24 river boat boarding points.

Drawing on over 30 years of experience in urban public transport solutions, Indra will manage and evolve all aspects of the system. The project also envisages, in partnership with TfL, the implementation of new technologies to develop the system, make it more efficient and automate key processes; in short, to jointly create the next generation of the ticketing system for London.

Role overview

As we continue to experience an exciting period of growth in the UK, we are looking for an exceptional Technical Programme Integration Manager to play a pivotal role in delivering key technology programmes that will shape the future of Transport for London’s revenue collection systems, including Oyster and Contactless.

This is not a traditional Programme Management, Architecture, or Delivery Management role.

It is a unique opportunity to lead the technical integration of complex technology programmes, ensuring that technical, commercial, operational, and delivery activities are aligned from programme mobilisation through to operational handover.

The Technical Programme Integration Manager provides strategic technical leadership from programme inception through to operational transition, ensuring that business objectives, solution architecture, procurement, supplier delivery, implementation, and operational readiness are aligned within a coherent and executable delivery model.

Operating across organisational, supplier, and technical boundaries, the Technical Programme Integration Manager identifies dependencies, resolves ambiguity, challenges assumptions, and provides direction to ensure programmes remain deliverable throughout their lifecycle.

This role provides the technical integration leadership needed to connect these disciplines into a single, coordinated programme, ensuring successful delivery and a smooth transition into operations.

Key duties include:

Working closely with Programme Managers, Architects, Delivery Managers, Engineering Teams, Service Management, and external suppliers, you will:

• Shape and maintain the end-to-end technical delivery strategy for major technology programmes.
• Translate technical understanding into an executable delivery approach spanning engineering capability, operational readiness, and live service transition.
• Ensure technical activities across the programme operate as a single integrated delivery capability rather than as independent workstreams.
• Coordinate technical dependencies across multiple programme workstreams, ensuring outputs from one workstream are consumable by another.
• Provide technical leadership during complex delivery challenges, facilitating resolution through collaboration with architects, engineers, and technical specialists.
• Challenge assumptions, identify delivery and technical risks, and recommend pragmatic solutions before issues impact programme outcomes.
• Provide integrated technical advice to programme leadership, enabling informed decision-making across technical and delivery domains.
• Support readiness for future system enhancements by ensuring engineering capability, governance, and delivery processes are established.
• Ensure technical changes are delivered in accordance with contractual requirements and that key activities and deliverables are ratified through relevant TfL governance forums, including the Technical Authority and Change Advisory Board (CAB).
• Play a key role in establishing and continuously improving the technical delivery model required to safely deliver technical changes into TfL's revenue collection systems.

In addition, you will:

• Define and validate the end-to-end programme engineering lifecycle, ensuring that source code, configuration, intellectual property, build processes, environments, testing, deployment, and service management activities operate as an integrated delivery system.
• Guide the establishment of development environments, engineering tooling, build pipelines, and supporting technical processes required for programme delivery
• Ensure technical knowledge capture activities are effectively integrated with programme delivery.
• Help establish the engineering processes, environments, tooling, and governance required to safely maintain and enhance the TfL revenue collection platform.
• Provide strategic technical oversight, ensuring delivery remains achievable, technically sound, and operationally ready.

Required Skills and Experience:

• Bachelor's degree in Computer Science, Information Technology, Engineering, or a related discipline (or equivalent experience).
• Significant experience delivering large-scale technology transformation, systems integration, or complex technology programmes within the transport, ticketing, or similarly regulated sectors.
• Proven experience operating across the full programme lifecycle, from mobilisation through to operational transition and service handover.
• Strong understanding of software development lifecycles, systems integration, and enterprise-scale technology delivery.
• Experience working within complex multi-supplier and outsourced delivery environments.
• Experience supporting technical transition, service transition, or supplier transition programmes.
• Ability to translate technical architecture and business requirements into executable delivery strategies and plans.
• Strong understanding of software development, build, testing, release, and deployment processes.
• Experience integrating engineering, operational, commercial, and programme delivery activities.
• Excellent stakeholder management, communication, and influencing skills.
• Ability to communicate effectively with executive stakeholders, business leaders, suppliers, and highly technical teams.
• Strong analytical and problem-solving skills, with the ability to identify dependencies, manage ambiguity, and resolve complex delivery challenges.
• Experience working within governance-driven environments, ensuring compliance with technical, operational, and organisational standards.
• Demonstrates the ability to solve complex organisational, technical, and delivery challenges in a structured and pragmatic manner.
• Identifies dependencies and connections across activities, workstreams, teams, and suppliers, ensuring that delivery operates as a coordinated whole rather than as a series of independent initiatives.

• Desirable domain experience: Transport and mobility systems, particularly ticketing / Revenue Collection Systems (EMV contactless, Oyster or equivalent fare systems), large public‑sector or safety‑critical environments, complex systems integration and third‑party interface testing, Accreditation and compliance-driven programmes (e.g. PCI, security, regulatory)
