Job Title: Tenancy Enforcement Officer

Job Purpose

To provide a high-quality, customer-focused tenancy enforcement and neighbourhood management service across a designated housing portfolio. The post holder will maintain a visible presence on estates and housing land, ensuring residents can enjoy a safe, secure, and well-maintained living environment through the effective enforcement of tenancy conditions, prevention of tenancy fraud, and robust management of anti-social behaviour (ASB), hate crime, domestic abuse, and environmental issues.

The role involves working closely with residents, internal teams, statutory agencies, and community partners to support vulnerable tenants, sustain tenancies, improve neighbourhood standards, and create safer communities.

Key Responsibilities

Tenancy Management & Enforcement

• Manage tenancy and neighbourhood issues across a designated patch of council properties.
  


• Investigate breaches of tenancy agreements and take appropriate enforcement action.
  


• Identify and refer suspected cases of unauthorised occupation, subletting, and tenancy fraud.
  


• Ensure appropriate use of council accommodation and tenancy compliance.
  


• Provide advice and support on tenancy rights, responsibilities, and housing policies.
  


• Process and manage complex tenancy changes in accordance with housing legislation and council procedures.
  

Anti-Social Behaviour (ASB) & Community Safety

• Investigate complaints relating to nuisance, anti-social behaviour, hate crime, domestic abuse, and environmental crime.
  


• Gather evidence, interview complainants and witnesses, and maintain accurate case records.
  


• Utilize informal and formal interventions, including warnings, Acceptable Behaviour Contracts, Community Protection measures, Closure Orders, and legal action where appropriate.
  


• Work collaboratively with Police, social services, environmental enforcement teams, and other agencies to resolve community safety issues.
  


• Provide support to victims of ASB and ensure safeguarding concerns are appropriately managed.
  

Estate & Neighbourhood Management

• Conduct regular estate inspections and neighbourhood walkabouts.
  


• Identify environmental issues affecting residents and coordinate appropriate remedial action.
  


• Promote resident engagement and encourage community participation in local initiatives.
  


• Ensure housing estates remain safe, clean, and well-maintained.
  

Resident Support & Safeguarding

• Conduct home visits and tenant interviews.
  


• Identify vulnerable residents and make appropriate referrals to support services.
  


• Support tenancy sustainment and homelessness prevention initiatives.
  


• Work proactively with safeguarding partners to protect children, young people, and vulnerable adults.
  

Legal & Case Management

• Prepare legal documentation and witness statements.
  


• Initiate enforcement proceedings where required.
  


• Attend court hearings and represent the Council in tenancy-related cases.
  


• Maintain accurate records, case files, performance reports, and statistical information.
  


• Respond to complaints, member enquiries, and customer correspondence.
  

Partnership Working

• Develop effective relationships with internal departments, Registered Social Landlords (RSLs), Police, voluntary agencies, and community groups.
  


• Participate in multi-agency meetings and case conferences.
  


• Promote joined-up service delivery and best practice across housing services.
  

Essential Experience

• Experience managing tenancy-related issues within a social housing, local authority, housing association, or community safety environment.
  


• Experience investigating anti-social behaviour, tenancy breaches, nuisance complaints, and community safety cases.
  


• Experience conducting home visits, tenancy audits, and estate inspections.
  


• Experience working with vulnerable residents and safeguarding procedures.
  


• Experience preparing legal cases, court documentation, and enforcement action.
  


• Experience working collaboratively with external agencies and multi-disciplinary teams.
  


• Experience managing complex caseloads and meeting performance targets.
  


• Experience handling customer complaints and sensitive situations effectively.
  

Desirable Experience

• Experience serving enforcement notices, Fixed Penalty Notices (FPNs), or other statutory notices.
  


• Experience representing an organisation at court hearings.
  


• Experience dealing with tenancy fraud and unauthorised occupation investigations.
  


• Experience within a Local Authority Housing Service.
  

Qualifications

Essential

• Educated to GCSE level (or equivalent), including English and Mathematics.
  


• Evidence of continuous professional development relevant to housing or tenancy management.
  

Desirable

• CIH Level 3 or Level 4 Certificate/Diploma in Housing Practice.
  


• Professional qualification in Housing, Community Safety, Criminal Justice, or related field.
  


• Safeguarding training.
  


• ASB or Housing Enforcement-related qualifications.
  

Knowledge & Skills

Essential

• Strong knowledge of housing management, tenancy enforcement, and anti-social behaviour legislation.
  


• Understanding of safeguarding principles and procedures.
  


• Knowledge of legal remedies available to landlords for tenancy breaches.
  


• Excellent communication, negotiation, and conflict resolution skills.
  


• Ability to manage challenging situations and difficult conversations sensitively and professionally.
  


• Strong report writing and case management skills.
  


• Ability to analyse evidence and make sound decisions.
  


• Competent in Microsoft Office and housing management systems.
  


• Ability to work independently and prioritise competing demands.
  

Desirable

• Knowledge of social housing legislation and current housing policy.
  


• Understanding of domestic abuse, hate crime, tenancy fraud, and homelessness prevention frameworks.

• Contract Type: Temporary/Agency
  


• Working Hours: 35 hours per week
  


• Pay Rate: £24.28 per hour (Umbrella)
  


• Working Arrangement: Hybrid working. Successful candidates will be required to attend the office a minimum of 2 days per week, although this may be subject to change in line with service requirements
  


• Payment Schedule: Bi-weekly
