Traffic Co -Ordinator

7 Months Contract With A Local Authority

The Traffic Co-ordinator will play a key role in supporting the effective management and coordination of the Council’s highway network, ensuring compliance with statutory Network Management Duties under the Traffic Management Act 2004.

The post holder will coordinate and manage activities affecting the highway network, including road works, maintenance activities, events and temporary traffic arrangements, ensuring disruption is minimised and the safe and efficient movement of traffic is maintained.

The role will oversee the end-to-end management of temporary traffic regulation orders (TTROs), crane licensing processes and stakeholder engagement, ensuring all activities are delivered in accordance with legislation, Council policies and operational requirements.

Key Responsibilities

• Support the delivery of the Council’s Network Management Duty under the Traffic Management Act 2004, ensuring effective coordination of highway activities and minimising disruption.
  


• Manage competing demands for road space, assessing impacts and coordinating activities to maintain network resilience and traffic flow.
  


• Coordinate planned and emergency works undertaken by statutory undertakers, contractors and internal Council teams.
  


• Review proposals, identify potential clashes and negotiate changes to ensure works are appropriately sequenced and disruption is minimised.
  


• Coordinate traffic management arrangements for road works, maintenance activities, local events and major London-wide events.
  


• Review and approve traffic management proposals to ensure they are safe, proportionate and legally compliant.
  


• Liaise with emergency services, Transport for London, police, event organisers and other stakeholders to support effective network operation.
  


• Manage the full lifecycle of Temporary Traffic Regulation Orders (TTROs), including:

  • Coordinating statutory publication and implementation

• Ensure TTROs align with approved works, permits and wider borough coordination requirements.
  


• Manage financial administration associated with TTROs, ensuring accurate records, cost recovery and compliance with financial procedures.
  


• Manage the Council’s crane licensing process, including assessment of applications, stakeholder coordination and ensuring safe operation on the highway.
  


• Maintain accurate records relating to highway activities, licences, approvals and statutory processes.
  


• Provide professional advice and resolve complex coordination issues with internal and external stakeholders.
  


• Prepare and distribute public information regarding road works, closures, events and traffic management arrangements.
  


• Provide briefings and updates to Members, senior managers, external partners and members of the public where required.
  


• Support the maintenance of public-facing roadworks information systems and communication channels.
  


• Monitor performance, contribute to reporting requirements and identify opportunities for service improvement.
  


• Provide technical advice and coordination during emergency incidents affecting the highway network.
  


• Attend sites where required and implement appropriate traffic management responses.
  


• Maintain up-to-date knowledge of relevant legislation, standards and best practice.
  


• Undertake any other duties appropriate to the role and level of responsibility.
  

Requirements

Knowledge and Experience

• Detailed knowledge and understanding of:

  • New Roads and Street Works Act 1991
    
  
  
  • Road Traffic Regulation Act 1984, particularly temporary traffic regulation orders under Section 14
    
  
  


• Experience coordinating street works, highway activities or traffic management operations within a complex urban environment.
  


• Experience drafting, processing and managing Temporary Traffic Regulation Orders (TTROs).
  


• Experience managing multiple competing priorities and coordinating activities across different stakeholders.
  


• Experience engaging with a range of stakeholders including contractors, utilities companies, emergency services and public sector partners.
  


• Experience working within a local authority, London Borough or permit scheme environment is desirable.
  


• Experience of crane licensing or highway licensing processes is desirable.
  


• Familiarity with Street Manager or similar highway management systems is desirable.

• Location: Within the London Borough of Lewisham
  


• Hours per week: Full-time (standard council working hours)
  


• Bi-Weekly Payments: Salary paid on a bi-weekly basis
