Traffic Management Supervisor

All TM Supervisors – Lead Traffic Management Foreman (LTMF’s) to “manage” the Health and Safety of the people in their charge as well as environmental issues.  As LTMF’s, you are expected to lead by example and set the standards for workers to follow, to raise awareness and improve the culture and profile of SHE. Their responsibilities include, but are not limited to, the following:

• Undergoing a graded/ scored formal assessment prior to commencing work on site. The assessment is a continuous process which will be audited by senior Costain management.
• Attending Start of Shift briefings and ensuring that the key content from these is effectively communicated and understood by all operatives in your charge daily.
• Inspecting traffic management on the scheme and instruct the relevant LTMO / TMF to rectify it back to chapter 8 standard.
• Ensuring that Risk Assessments and Method Statements relevant to your area of operation are current, applicable, and communicated to, and understood by, the workers under your control.
• Communication of RAMS shall be documented, and everyone is signed on to the SOS and the relevant section of RAMs for the task they are doing in the shift.
• Ensuring toolbox talks are carried out as required, as a minimum on a weekly basis, relevant to topics associated with our work.
• Ensuring that all ‘safety critical’ workers in your charge have undergone medicals in line with the Protocol for Medicals for Safety Critical Workers.
• Having regard for the health of your workforce; identifying any situations in the workplace that may have the potential to have an adverse effect on their health e.g. contaminated land, fumes, dust, asbestos, etc.
• Ensuring that the requirements of Costain’s Drugs and Alcohol policy are met.  This includes advising your superiors and Costain management immediately if you have reason to suspect that one of your workers may be working whilst under the influence of drugs or alcohol.
• Ensure all TM installed for this scheme is carried out in a safe manor and to the approved RAMS.
• Ensure all TM removed for this scheme is carried out in a safe manor and to the approved RAMS.
• Ensure that “Site Safe and Clear” is used on all full c/way and full slip road closures as per the briefing in the job packs.
• Responsible to carry out drive throughs of any full c/way and or slip road closures to make sure it is safe to open. A full lockdown of all access points must be initiated prior to the drive through taking place.
• Although responsible for the drive through and lockdown of the c/way. It is advisable to carry out this role with the help of the duty TSCO and or Costain nightshift manager whenever possible
• Making sure that relevant SHE Alerts are communicated to those in your charge and ensuring the communication is understood.  The communication will be recorded
• Making yourself aware of emergency procedures and effectively communicating these to your workers.  These include general emergency procedures (such as in the event of a fire,), and emergency procedures specific to your area of operation, i.e. RTC’s, cone strikes, unexpected wide loads at a lane closure or full closure etc
• Taking charge of any SHE emergencies in your immediate work area and initiating the appropriate SHE emergency procedure, and where necessary assisting Costain in accounting for your workers.
• Taking part in Contract Targeted Risk Monitoring conducted by Costain when requested.
• Attending SHE meetings when requested (Day shift only)
• Nominating one or more representatives from your workforce to attend the site Safety Committee (Dayshift only).
• Encouraging your workers to participate in Hazard Recognition, near miss reporting and safety suggestion schemes, all of which are high priorities on Costain sites.
• Engaging in any behavioural-based approaches we adopt.  Behavioural safety is a technique to encourage participation from the workforce with a view to achieving a safe working environment for all.
• Monitoring the condition of plant and equipment in use by your operations and ensuring dangerous items / not up to standard equipment are repaired, swapped or taken out of service. You must record daily inspections of your vehicles and equipment; Costain will check this.
• Ensure that all diaries are logged into at the start of the shift and are completed correctly and not left to the end of the shift
• Ensure that all TM crews and LTMF daily diaries, handovers, SOS and RAMS briefings are sent to the Costain TM Manager and TSCO (preferably daily. No more than weekly)
• Be the one point of contact between the crews and the duty TSCO.
• Makes sure all near misses and incidents are reported to the TSCO on duty and the TM Manager immediately.

Knowledge, Skills & Experience

Essential 

• 5 years’ experience within Traffic Management
• Good understanding of local authority works, 12D M7 Supervisor qualification would be preferred but not a necessity.
• Review supply chain Risk Assessments and Method Statements 
• Can brief Risk Assessments and Method Statements
• Supervise temporary and permanent roadmarking supply chain activities.
• Supervise temporary barrier activities including installation, maintenance & removal.
• Carrying out routine maintenance checks of all temporary traffic management, temporary safety barrier and temporary / permanent road markings on site to highlight any defects.
• Carry out Tool box talks
• Computer literate
• Experience in Auto Cad is a benefit but not essential.
• Full Driving licence

Desirable

• 7 years’ experience within Traffic Management

Essential 

• NHSS 12 A/B 

• CITB Site Supervisors Safety Training Scheme (SSSTS) as a minimum or equivalent.

• NHSS 12D M6 or M7 (level 2)

• 3 day first aid

• Conflict management training

• Safety Critical Medical
