Transport Engineer/Planner

Job Details:

The Role:

As a Transport Planner, you will support the development of area transport strategies and schemes which will deliver on Hampshire County Council’s Local Transport Plan (LTP4) policies and objectives. Your work will be varied and involve collaborating with other teams within the Universal Services Directorate and across the wider organisation.

This role sits within the Area Strategy and Scheme Development Team, working on schemes across the whole county.

Your office will be based at Elizabeth II Court in Winchester, and you will be required to attend at least one day per week (currently Mondays), with the ability to work from home for other workdays when office attendance is not required. Site visits and attendance at meetings or events elsewhere in Hampshire will occasionally be required.

What you’ll do:

• Support both Senior Transport Planners and Principal Transport Planners across Hampshire;


• Undertake research, data analysis, policy review and appraisal work to inform transport planning decisions, including the preparation of briefs, feasibility studies, business cases and reports.


• Contribute to a wide range of transport projects, including active travel, bus priority, road safety, public realm, traffic management and highway improvement schemes, using established transport planning frameworks.


• Help commission technical surveys, assess transport challenges, identify solutions, and support project development through site visits, evidence analysis, report writing, and the drafting of project briefs.


• Work collaboratively with colleagues, consultants and stakeholders, supporting consultation and engagement activities to deliver healthier, safer and more sustainable communities.


• Undertake appropriate project management and coordination tasks and help keep project management systems updated


• Draft responses to enquiries from the public or councillors, with support from senior team members.

What we’re looking for:

• Relevant qualification at Level 3 or above in Transport Planning, Engineering, Planning or a related discipline, or equivalent relevant experience.


• Previous experience in developing transport planning schemes, transport studies, engineering, project delivery or a related discipline.


• Understanding of transport planning principles, policy and scheme development processes.


• Good analytical and problem-solving skills, including the ability to interpret data and develop evidence-based recommendations.


• Sound numerical skills, with the ability to understand, interpret and explain cost estimates, budgets and other quantitative information within the context of transport projects.


• GIS skills (desirable but not essential).


• Experience of contributing to the preparation of technical reports, presentations and other professional written outputs.


• Understanding of project management principles and the ability to manage assigned tasks effectively within agreed programmes and deadlines.


• Good communication and interpersonal skills, with the ability to work well with colleagues, stakeholders, consultants and members of the public.


• Proficiency in Microsoft Office applications and a willingness to learn specialist transport planning tools and techniques.

The Area Strategy and Scheme Development Team has around 20 members and develops approximately 100 studies, strategies and schemes each year, supported by an annual budget of around £5 million.

The total capital value of transport schemes in development is currently over £200m.
