Exciting Opportunity for a Waste Operations Officer in Leicestershire
This is an excellent opportunity for an experienced Waste Operations Officer, Waste Supervisor, or Operations Supervisor to join a local authority team, supporting the management and delivery of waste operations across the Council's Recycling and Household Waste Sites (RHWS) and Waste Transfer Stations (WTS). The successful candidate will play a key role in ensuring safe, compliant, and efficient waste operations across Leicestershire. This is a hands-on operational management position, requiring regular travel between sites to support staff, maintain high standards, ensure compliance with environmental requirements, and help drive continuous improvement across waste services.
The role will be primarily field-based, visiting RHWSs and WTSs daily, with limited opportunity for occasional home or office-based working. A base location can be agreed at either Loughborough RHWS & WTS or Whetstone RHWS & WTS for mileage purposes.
Occasional weekend working may be required.
The main duties of the Waste Operations Officer include:
·Supporting the management of operational teams across the Council's Recycling and Household Waste Sites and Waste Transfer Stations. ·Assisting with HR processes including onboarding new starters, conducting one-to-ones, return-to-work meetings, annual performance reviews, support plans, personal risk assessments, occupational health referrals, and investigations. ·Delivering training through workbooks, e-learning support, toolbox talks, safety briefings, and other training packages. ·Developing, reviewing, and enforcing safe systems of work, risk assessments, and operational procedures across waste sites. ·Ensuring waste movement records are accurate, appropriately maintained, and compliant with Environmental Permits and Waste Duty of Care requirements. ·Supporting the implementation and monitoring of the Council's Quality Management System across waste operations. ·Managing stock control of PPE, uniforms, consumables, equipment, and fuel. ·Driving a Council 3.5 tonne box van when required. ·Handling customer queries and complaints face-to-face, by telephone, and via email. ·Supporting operational improvements through effective team support, monitoring, and compliance.
The Waste Operations Officer will have key experience in:
·Experience supporting or managing teams of operational staff within a waste management, recycling, environmental services, or similar operational environment. ·Experience within waste operations, contract management, and supervision of employees. ·Strong understanding of health and safety processes, risk assessments, and safe systems of work. ·Experience delivering training packages, toolbox talks, and safety briefings. ·Good IT skills with experience using Microsoft Office or equivalent systems. ·Excellent communication, interpersonal, numeracy, and literacy skills. ·Experience dealing directly with customers and resolving complaints. ·A valid UK driving licence with the ability to drive vehicles up to 3.5 tonnes. ·Access to a vehicle with appropriate business insurance. Desirable experience includes: ·A valid and relevant Certificate of Technical Competence (COTC) covering the transfer of non-hazardous and hazardous waste, with evidence of continued competence. ·Previous experience driving vehicles up to 3.5 tonnes.
