Job Description - Commissioning Specialist - Learning Disabilities

We are working with a Bournemouth, Christchurch & Poole (BCP) Council on a Commissioning Specialist within Learning Disabilities to join the Adult Social Care team. This is a unique opportunity to shape person-centred services that promote independence, dignity, and well-being across Bournemouth, Christchurch and Poole.

Location: Bournemouth, Christchurch & Poole (BCP) Council

Set-up: Hybrid

Rate: £460.97/day via umbrella, inside IR35

Duration: Initial 3-month sign-off, likely extension

Hours: Full-time position

Key Responsibilities:

  • Lead on the commissioning and review of services for people with learning disabilities and those in transition to adulthood, ensuring they align with strength-based, person-centred principles
  • Work collaboratively with key stakeholders, including the NHS and public health teams, to identify and develop local services and partnership opportunities
  • Monitor and evaluate commissioned services to ensure high-quality, cost-effective delivery that meets strategic priorities and improves outcomes
  • Support the development and implementation of commissioning plans, driving continuous improvement and service innovation
  • Champion the voice of service users, carers, and advocates, embedding co-production into all stages of service design and review

Skills & Experience Required:

  • Significant experience in adult social care commissioning, with specialist knowledge in learning disabilities and transitions
  • Strong understanding of relevant legislation, including the Care Act, and best practice in commissioning and contracting for adult services
  • Demonstrated ability to lead projects, manage budgets, and deliver results in complex, multi-agency environments
  • Excellent communication and stakeholder engagement skills, with the ability to influence and advocate effectively
  • High emotional intelligence, resilience, and the ability to manage competing priorities in a high-risk, outcome-focused role
