Job Description - Quantity Surveyor

Location: County Hall, Northallerton

Hours: 37 hours a week 

Start time: 8:30am
End time: 5pm

Role Purpose

To effectively deliver quantity surveying services across assigned projects, ensuring all commercial aspects are managed efficiently, including procurement, risk management, cost control, forecasting, value reporting, and contractual compliance.
The role supports project teams in meeting contract requirements while ensuring projects are delivered in accordance with Brierley Homes' governance framework, policies, procedures, and commercial objectives.
The Quantity Surveyor will work closely with Project Managers, clients, design teams, subcontractors, suppliers, commercial colleagues, legal and insurance departments, finance teams, procurement specialists, and operational staff.

Key Responsibilities Commercial Management & Financial Control
Prepare and maintain accurate project cost forecasts, budgets, and cash flow projections.
Monitor project expenditure and profitability against agreed budgets.
Produce cost-to-complete reports and cost/value reconciliations.
Manage risk and change registers, identifying and mitigating commercial risks.
Ensure all commercial activities comply with company governance, policies, and relevant legislation.
Support continuous improvement initiatives and demonstrate value-for-money principles.
Assess project financial performance through accurate valuation of completed works.
Administer applications for payment, interim valuations, certificates, and final account settlements.
Prepare and evaluate compensation event claims, contractual claims, and insurance-related claims where required.

Contract & Supply Chain Management
Support procurement activities and supply chain selection processes.
Administer contracts and subcontracts, ensuring compliance with contractual obligations.
Manage payment mechanisms, change control procedures, and final account negotiations.
Identify, record, notify, and negotiate contractual changes.
Assess the financial implications of change events and agree appropriate compensation.
Maintain a sound understanding of standard forms of contract, including NEC and JCT.
Provide advice and guidance on contractual matters and prepare contractual correspondence.
Support conflict avoidance, dispute resolution, and claims management processes.
Analyse project programmes to assess delay, disruption, and entitlement to extensions of time.
Effectively manage project-related commercial risks.
Cost Planning & Budget Management
Understand and manage pre-contract budgets and cost plans.
Assist in developing tender budgets and identifying key cost drivers.
Analyse and compare contractor and subcontractor tenders.
Ensure the efficient utilisation of labour, materials, plant, equipment, and subcontractors.
Monitor project performance and understand the effects of disruption on productivity and progress.
Identify causes of delay and assess their impact on project completion.
Measure and value completed works using appropriate financial assessment methods.
Apply Bills of Quantities, Schedules of Rates, and Activity Schedules in accordance with recognised industry standards and methods of measurement.
Team Management
Support and contribute to the Performance Development Review (PDR) process.
Ensure quarterly and annual performance reviews are completed within company timescales.
Manage team members in accordance with company policies and procedures.
Promote high standards of professional conduct, performance, and accountability.
Health, Safety & Compliance
Fulfil health and safety responsibilities in accordance with Brierley Homes' Health and Safety Policy and procedures.
Maintain a safe working environment for employees, contractors, and other stakeholders.
Actively identify, report, and address hazards, incidents, and safety concerns.
Ensure compliance with all company policies, procedures, and standards.
Adhere to the Employee Code of Conduct and Behaviour Framework.
Promote best practice and a positive health and safety culture across all projects.
General Responsibilities
Build and maintain positive relationships with clients, consultants, subcontractors, and colleagues.
Contribute to the successful delivery of projects by providing proactive commercial support and advice.
Undertake any other duties commensurate with the role and level of responsibility as required by the business.
Skills & Experience
Proven experience in a Quantity Surveying role within construction or housing development.
Strong knowledge of NEC and JCT contracts.
Experience managing project costs, budgets, forecasts, valuations, and final accounts.
Excellent commercial awareness and negotiation skills.
Strong understanding of risk management and change control procedures.
Ability to interpret construction programmes and assess delay and disruption impacts.
Excellent communication, stakeholder management, and report-writing skills.
Proficient in Microsoft Office and industry-standard commercial management systems.
Degree or equivalent qualification in Quantity Surveying or a related discipline preferred
