About the Role

Blue Pelican Consulting is proud to be partnering with a government department in their drive for efficiency and public service innovation. We are seeking a Service Transformation Strategic Partner to lead a major Services Workstream as part of their ambitious Government Efficiencies and Change Programme.

This is a senior-level consulting engagement ideal for transformation leaders with a proven ability to bridge strategy and execution, influence at C-suite level, and deliver measurable impact in complex organisations.

Key Responsibilities

• Work directly with the Chief Operating Officer and senior government leaders to mobilise and lead the Services Workstream.
• Identify, evaluate, and initiate 3–5 high-impact service transformation opportunities.
• Develop robust business cases and detailed roadmaps to enable scalable transformation across departments.
• Use cutting-edge technologies and innovative service delivery models—including generative AI—to reimagine public services.
• Collaborate across Government Departments, Boards, and Offices to shape a unified transformation strategy.
• Align transformation initiatives with key projects such as the development of a Digital Processing Centre.
• Guide leadership conversations to define each Department’s efficiency ambitions and constraints.
• Document outputs and integrate with broader programme performance scorecards.

Key Deliverables

• Prioritised longlist and shortlist of service transformation opportunities
• Fully costed business cases with quantified benefits
• Implementation-ready delivery roadmaps
• Integrated, department-level transformation plans
• Stakeholder engagement and leadership briefings

Required Experience

• Minimum 7–10 years of experience in service transformation or strategic consulting
• Demonstrable success in leading public or private sector efficiency programmes
• Deep understanding of service delivery models and change methodologies
• Excellent stakeholder engagement, able to operate credibly with executive teams
• Experience in rapidly mobilising cross-functional programmes at pace
• Knowledge of public sector governance
