The Consortia Manager is an independent contractor engaged by BBJ/HBCU to coordinate and manage the relationships, activities, and communications of BBJ/HBCU’s community consortia. The contractor ensures that consortia partners are aligned with organizational goals, that collaborative service agreements and memoranda of understanding are maintained, and that consortia activities support participant access, community engagement, and grant deliverables. The contractor operates autonomously and serves as the primary liaison between BBJ/HBCU and external consortia members, ensuring accountability, cohesion, and mutual benefit across the partnership network.
Scope of Services & Deliverables
The following describes the deliverable outcomes the contractor is engaged to produce. The contractor determines how, when, and where work is performed to achieve these outcomes, subject to any deadlines in the Contractor Services Agreement.
Consortia Coordination & Partnership Management
Serve as the primary point of contact for all BBJ/HBCU consortia members and community partners throughout the engagement.
Coordinate regular consortia meetings, prepare agendas, facilitate discussions, and distribute meeting minutes. Deliverable: meeting minutes distributed to all participants within 3 business days of each meeting.
Maintain active, organized records of all Memoranda of Understanding (MOUs), service agreements, and partnership commitments. Deliverable: records accessible and current at all times.
Monitor partner compliance with consortia agreements and communicate concerns to the BBJ/HBCU program contact in writing. Deliverable: written compliance summary submitted quarterly.
Identify opportunities to strengthen and expand the consortia network in alignment with program goals. Deliverable: written recommendations submitted semi-annually.
Operational Support & Reporting
Coordinate with BBJ/HBCU program, finance, and operations contacts to ensure consortia activities align with grant deliverables and reporting requirements.
Prepare consortia activity reports for inclusion in program leadership updates and grant reporting. Deliverable: report submitted per grant reporting schedule or as requested.
Support contract management related to outsourced and consortia services as directed by the program contact. Deliverable: documentation submitted within agreed timelines.
Community Engagement & Relationship Building
Represent BBJ/HBCU at consortia events, community meetings, and collaborative planning sessions as specified in the Contractor Services Agreement.
Build and maintain strong working relationships with partner organization staff at all levels.
Facilitate referral pipelines through consortia partners to support BBJ/HBCU outreach and enrollment goals. Deliverable: referral activity documented in monthly tracking report.
Communicate organizational updates, program changes, and resource information to consortia members in a timely manner. Deliverable: partner communications distributed within 5 business days of any organizational update.
Contractor Capabilities
The following describes the credentials and capacity a contractor must demonstrate to successfully fulfill this scope of services.
Bachelor’s degree in Public Health, Social Work, Nonprofit Management, Community Development, or a related field
Minimum 2–3 years of experience in partnership management, community engagement, or nonprofit program coordination
Demonstrated ability to manage multiple stakeholder relationships simultaneously and independently
Strong written and verbal communication skills, including meeting facilitation and professional report writing
Experience with MOU development, service agreements, or formal partnership structures preferred
Knowledge of maternal-child health, social services, or the Healthy Start program landscape preferred
Proficiency with Google Suite and project management or tracking tools
Highly organized with strong attention to detail and consistent follow-through
Independent, reliable personal transportation required
