Minimum Qualifications:
• 2 years of professional experience in office work. A bachelor's degree from a college or university can substitute for years of experience.
• Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, and Outlook).
• Ability to work weekends, holidays and extended hours as needed, with short notice


Preferences:
• Experience in elections.
• Experience in law enforcement and/or criminal law.

Duties and Responsibilities:
Review your assigned complaints and conduct an initial investigation into alleged occurrences of election law violations and irregularities. This will require you to:



  • Confer with witnesses, DOE, SOE Offices, DHSMV, FDLE, DOC, HSI, and other state and federal entities to obtain relevant information, clarify facts, and identify necessary documentation required for criminal investigations into your assigned cases.

  • Compile comprehensive case files with voter, driver, and criminal justice information as needed to fulfill all duties of the Office of Election Crimes and Security (OECS).

  • Update case files when OECS receives additional records or information relevant to its cases.

  • Review applicable statutes and internal guidance or advisory opinions regarding the alleged violation, execute an investigative plan to analyze documentation, and formulate recommendations based on supporting evidence. Recommend closing out investigative files if it is legally insufficient or there is no prima facie showing of a crime OECS has authority to investigate.

  • Prepare objective and accurate analysis of the case in the form of a draft referral letter to law enforcement, a draft fine letter, or a recommendation to close the case.Submit such analysis and the compiled case file for a secondary legal and operational review by your supervisor, who will either send it back to you for corrections or will send it to the Director of OECS for a final review and decision.

  • Utilize and maintain OECS’s electronic case file management database to track electronic records, case files, outgoing document requests, referrals, and case status. Respond to and document any investigation review notes in said database as part of the case management process.

  • Monitor the status of your assigned cases by regularly communicating with the Director of OECS, law enforcement, and other relevant officials. Continually update the electronic
    case file management database to maintain an accurate status of your assigned cases until they are closed.

  • Upon the conclusion of the Department of State’s investigation into a given case, provide a written response to each individual who submitted an Elections Fraud Complaint initiating
    the case.

  • Complete any specialty assignments that fall outside of the scope of routine analytic duties, including project management, operational support, systems administration, inventory tracking, administrative support, or any other duties which are not covered in the other performance expectations.

  • Perform other related work as assigned by an OECS supervisor or the Director.


Knowledge/Skills/Abilities:
• Ability to fairly and impartially evaluate allegations of election law violations, irregularities, and crimes.
• Ability to access and interpret data pertaining to criminal investigations, election law violations, and election irregularities.
• Proficient in Microsoft Office Suite (Word, Excel, PowerPoint, and Outlook).
• Excellent organizational, writing, critical thinking, multi-tasking, and customer service skills.
• Ability to professionally and effectively communicate with other Department staff, management, members of the public, and officials at all levels.
• Skilled in data collection and analysis.
• Ability to organize and coordinate collaborative work assignments to execute operational plans through pre-established processes.
• Ability to manage analytic projects, including development, review, revision, and delivery of collaborative work products.
• Skilled in organizing data and investigative findings into a logical format for presentation in reports, documents, and other written materials.
• Ability to locate and interpret relevant statutes and court documents.
• Adept in using or learning how to use various forms of equipment and technology required for the position, including electronic
• databases and websites such as Voter Focus, DOC, CCIS, FCOR, DAVID, SAVE, and Clerk of Courts.
• Ability to maintain positive and productive working relationships with others.
• Ability to exercise discretion and confidentiality.
