The Tech Lead shall be the Subject Matter Expert for national and international EMS policy and governance matters, and principles of EMS management and operations.
The Tech Lead shall have at least ten (10) year experience in the spectrum management / operations domain with extensive knowledge of the spectrum management regulatory and operational entities to include the National Telecommunications and Information Administration, Federal agency spectrum management entities, and the International Telecommunication Union.
