Job Description - Facilities Management Subject Matter Expert (SME)

Based in Falls Church, VA, MPS is a Small Business, dedicated to empowering our clients through innovative change management services, with a focus on organizational effectiveness. Role: Part-Time Facilities Management Subject Matter Expert (SME)
Duration: Approximately 4–6 months
Estimated Time Commitment: 8–15 hours per month
Location: Preference for Milwaukee / Southeastern Wisconsin (hybrid participation)



Facilities Management Subject Matter Expert (SME)


M Powered Strategies (MPS) is seeking a senior Facilities Management leader to serve as a Subject Matter Expert (SME) in support of a public-sector organizational redesign engagement. The SME will provide operational insight, peer benchmarking perspective, and structural feasibility testing to support a facilitated assessment and future-state organizational design process for a county Facilities Management Division. This is not an operational leadership role. The SME will not manage facilities or staff directly. Instead, they will serve in a part-time advisory capacity alongside a facilitation team, contributing senior-level facilities expertise throughout the project lifecycle. The engagement focuses on modernizing Operations & Maintenance (O&M) structure within a complex public-sector facilities portfolio that includes justice/public safety facilities, health and human services buildings, and other 24/7 operations. The project will assess current maturity, develop future-state organizational options, and produce a sequenced implementation roadmap. The SME will participate in structured workshops and advisory sessions to ensure recommendations are operationally grounded and feasible within real-world public-sector constraints.



Key Responsibilities



  • Participate in biweekly virtual Steering Team sessions (2 hours each)

  • Participate in two half-day design workshops (in-person preferred)

  • Provide operational perspective on preventive vs. reactive maintenance maturity

  • Pressure-test proposed supervisory models and trade structures

  • Advise on centralized vs. decentralized organizational models

  • Identify implementation risks and transitional strain points

  • Provide peer benchmarking insight from comparable public-sector or complex institutional portfolios

  • Distinguish structural issues from process or staffing challenges

  • Review draft findings and provide advisory feedback on operational realism



Ideal Background


We are seeking a former or current senior facilities leader, such as:



  • Director / Assistant Director of Facilities

  • Operations & Maintenance Manager

  • Asset / Facilities Operations Manager



Strong preference for experience in



  • County or municipal government

  • Higher education

  • Large healthcare systems

  • Justice/public safety portfolios

  • 24/7 operational environments



Experience with



  • Civil service and/or unionized workforces

  • CMMS and asset management systems

  • Preventive maintenance program development

  • Organizational change and structural redesign



What We Are Looking For



  • Practical, experience-based judgment

  • Ability to articulate trade-offs clearly

  • Comfort advising without operational authority

  • Willingness to engage collaboratively in a facilitation-led process

  • Interest in short-term, strategic advisory work



Engagement Structure



  • Part-time 1099 consulting arrangement

  • 4–6 month anticipated duration

  • Combination of virtual sessions and limited in-person participation

  • Compensation commensurate with experience and time commitment
