Terms of Reference

ORGANIZATIONAL BACKGROUND
The Women’s Refugee Commission (WRC) is a non-profit organization committed to protecting the rights and safety of displaced and migrant women and girls in the U.S. and around the world. Since its founding 35 years ago, WRC has advanced policies and programs that safeguard the rights of displaced women, children, and youth, while transforming humanitarian systems to be more inclusive, responsive, and accountable. WRC has a proven record of combining rigorous research, monitoring, and advocacy to advance women’s rights and influence both U.S. and global policy and practice.
As part of its strategic growth and sustainability efforts, WRC seeks the expertise of an institutional fundraising consultant to strengthen and diversify its revenue base from government and philanthropic sources.

SCOPE OF WORK
The consultant will work closely with WRC’s Vice President for Programs and Partnerships, as well as program and finance teams, to:
  • Develop and implement a fundraising strategy to expand institutional donor support (government, bilateral, multilateral, and foundations).
  • Update funding map aligned with WRC’s priorities and monitor donor trends.
  • Draft high-quality proposals, concept notes, and donor reports tailored to specific funders.
  • Support positioning of WRC with priority donors, including donor cultivation, stewardship, and relationship management.
  • Provide strategic guidance on partnership development, consortium opportunities, and donor engagement strategies.
  • Strengthen internal systems, tools, and messaging to support institutional fundraising across the organization.
  • Ensure compliance with donor requirements and alignment with WRC’s mission, values, and protection standards.
KEY DELIVERABLES
  • Institutional fundraising strategy and implementation plan.
  • Pipeline of new funding opportunities with clear timelines and responsibilities.
  • Submission of at least 4  proposals and 7 concept notes to government and/or foundation donors.
  • Donor engagement, including meetings, cultivation strategies, and follow-up actions.
  • Monthly updates on institutional fundraising progress.
  • Final report summarizing activities, outcomes, and recommendations for sustaining donor growth.
TIMELINE AND DURATION
The consultancy will run from September 8, 2025 to December 8, 2025, subject to deliverables and timelines agreed upon at contract signing.

REPORTING AND COORDINATION
The consultant will report to WRC’s Vice President for Programs and Partnerships and will coordinate closely with program and finance staff.

QUALIFICATIONS
  • Proven experience in institutional fundraising for international NGOs or similar organizations.
  • Strong track record of securing funding from government agencies (e.g., U.S. government, EU, UN, bilaterals) and philanthropic foundations.
  • Demonstrated success in proposal development, donor reporting, and grants management.
  • Familiarity with gender equality, refugee protection, and humanitarian issues.
  • Ability to work independently, manage multiple priorities, and meet deadlines.
  • Excellent writing, communication, and relationship-building skills.
RATE
Compensation based on a budget payable up to $40,000, commensurate with experience over a 3-month period.
