Job Description - Grants Consultant (CDBG-DR)

Booth Management Consulting, LLC (BMC) is a diverse CPA firm that provides accounting, auditing, and management consulting services to public and private clients nationwide. Position Summary


The Grants Consultant will provide comprehensive support to the County in administering and overseeing federally funded Community Development Block Grant - Disaster Recovery (CDBG-DR) programs and related infrastructure and housing initiatives. This position includes technical assistance to ensure compliance with federal and state regulations, support for program implementation, financial management, procurement, reporting, and monitoring.



Key Responsibilities


1. Program and Project Support



  • Review infrastructure proposals for activity eligibility, cost allowability, and consistency with grant objectives.

  • Assess applicant capacity and support administrative readiness reviews.

  • Assist with preparing and submitting Housing and Hazard Mitigation Infrastructure Development (HHMID) Activity Profile Forms to ADECA.


2. Housing Program Support



  • Provide support for the County’s Homebuyer Assistance Program, including outreach coordination, application intake, eligibility assessments, storm tieback verification, housing counseling, case management, and loan closing support.

  • Coordinate with inspectors, stakeholders, and applicants to ensure successful housing program execution.

  • Assist in training stakeholders and maintaining compliance documentation.


3. Financial and Grants Management



  • Review invoices, expenditures, and supporting documentation to ensure costs are allowable, allocable, and reasonable.

  • Support project accounting and cost reimbursement processes for County and subrecipient activities.

  • Assist in developing and maintaining financial records consistent with 2 CFR Part 200 and 24 CFR § 570.502.


4. Procurement and Compliance



  • Support implementation and refinement of internal controls, procurement standards, and financial procedures.

  • Assist with ensuring compliance with 2 CFR §§ 200.318–200.327, Alabama Bid Law (Title 39), and other applicable statutes and regulations.

  • Provide technical assistance to County staff and subrecipients regarding procurement and contracting.


5. Monitoring and Reporting



  • Assist in developing reports and reimbursement requests required by ADECA.

  • Support ongoing activity performance monitoring, risk assessments, and internal audits.

  • Prepare documentation and performance reports to ensure achievement of grant goals and compliance with program requirements.


6. Program Closeout and Performance Evaluation



  • Facilitate grant and subaward closeout activities in accordance with 2 CFR § 200.343.

  • Develop performance metrics, implementation timelines, and milestones for Local Recovery Plan (LRP) activities.

  • Document National Objective compliance and maintain records in accordance with federal guidelines.



Experience & Qualifications



  • Bachelor’s degree in Public Administration, Urban Planning, Accounting, or related field (Master’s preferred).

  • Minimum 5 years of experience with CDBG, HUD programs, or federal grants administration.

  • Experience supporting disaster recovery efforts (CDBG-DR, CDBG-MIT), preferred.

  • Familiarity with ADECA grant policies and procedures.

  • Prior experience working with counties or municipalities.

  • Demonstrated knowledge of 2 CFR Part 200, 24 CFR 570, federal crosscutting requirements, and state procurement laws.

  • Strong analytical, communication, and organizational skills.

  • Proficient in Microsoft Office and grant management software.
