Job Description - Juvenile Sexual Behavior Evaluation Specialist

Position Overview

Innovative Therapeutic Services is actively seeking a licensed clinician to fulfill the role of Juvenile Sexual Behavior Evaluation Specialist. This specialized position mandates the execution of comprehensive psychosexual evaluations for adolescent males who have engaged in problematic or illegal sexual behaviors.   The role requires advanced clinical judgment and specialized assessment expertise. This is essential for generating legally defensible reports intended for submission to the Department of Juvenile Services (DJS) and the Maryland judiciary.

The specialist will be responsible for providing coverage across three youth detention facilities situated within the Baltimore/Washington metropolitan area. All evaluations must be conducted in person.   It is projected that this position will require the completion of approximately thirty-six (36) evaluations annually. Prospective candidates must currently possess a valid Maryland professional license.

This position offers flexible scheduling based on site needs.

Key Responsibilities

I. Evaluation & Assessment

Conduct juvenile psychosexual evaluations using empirically supported risk assessment tools (e.g., J-SOAP-II, ERASOR, AIM3) and professionally recognized juvenile instruments. Assessments must comprehensively cover sexual behavior, trauma history, cognitive/emotional/behavioral functioning, and identify risk/protective factors.

II. Report & Court Timelines

Prepare objective, clear reports meeting court/DJS standards. Reports must include risk formulation, diagnostic impressions, treatment/supervision recommendations, and guidance on amenability/level-of-care. Complete all evaluations within mandated court timelines.

III. Professional Conduct & Consultation

Provide consultation to DJS or expert testimony in Maryland courts as required. Maintain strict professional neutrality, avoiding dual-role conflicts (no concurrent treatment). Strictly adhere to all Maryland licensing board regulations, mandated reporting, confidentiality, HIPAA, and utilize trauma-informed, culturally responsive, and developmentally appropriate practices.

Required Qualifications

  • Master’s or Doctoral degree in a field such as Social Work, Psychology, or Counseling.
  •  Active clinical license in Maryland (e.g., LCPC, LCSW-C, LMSW, LGPC).
  •  A minimum of three (3) years of demonstrated experience working with juvenile sexual offenders, including conducting forensic or court-ordered evaluations and adolescent risk assessments.
  • Advanced clinical writing proficiency suitable for legal review.
  • Ability to utilize appropriate tools and technology to perform job duties.
  • Willingness to complete required Federal and state background checks.

Skills & Attributes

  • Demonstrate exceptional clinical judgment and objectivity, particularly with sensitive, high-risk cases.
  • Maintain strict adherence to ethical boundaries in practice.
  • Possess strong skills in forensic report writing.
  • Communicate clearly and confidently with legal and multidisciplinary professionals.

Independent Contractor Terms

  • Compensation is provided on a per-evaluation basis.
  • This is a contract position; therefore, no benefits are provided.
  • The contractor is responsible for maintaining their own professional liability insurance.
  • The contractor is solely responsible for all taxes and licensing requirements
  • Scheduling is maintained by the contractor, who determines availability while adhering to court-mandated deadlines.

Benefits & Perks

  • Free Continuing Education Units (CEUs) and training opportunities
  • Access to discounted perks via ADP
  • Board Certified Supervisors offer individual and/or group supervision for Licensed Graduate Professional Counselors and Licensed Master Social Workers; consultation supervision is available for all fully licensed practitioners.
