Job Description - Lead Project Manager PMO


Location: Middletown, PA - PREFER LOCAL CANDIDATES

Position Type: Hybrid
Hybrid Schedule: On-site 1 week per month for meetings
Contract Length: Long-term with annual extensions


Position Overview:
Operational and hands-on Lead Project Manager vs Executive. Role serves as delivery methodology and PMO lead supporting a large, complex software delivery program, with responsibility for designing, governing, and optimizing end-to-end delivery frameworks across agile, waterfall, and hybrid environments.

Required Skills:
  • 10+ years of experience in PMO, program delivery, or delivery excellence roles supporting complex software initiatives

  • Demonstrated deep expertise in PMO methodology, complex software delivery, and delivery tooling, with a hands-on ability to collaborate effectively across cross-functional teams

  • Prefer experience establishing delivery methodology for SAP BRIM implementation projects

  • Prefer experience establishing delivery methodology for Microsoft Dynamics implementation projects

  • Strong hands-on experience delivering solutions in Agile, Waterfall, and Hybrid delivery environments

  • Demonstrated ability to scale delivery practices across multiple teams, vendors, and parallel workstreams

  • Expert-level experience with Azure DevOps (ADO), including backlog management, work item governance, dependency tracking, and delivery reporting

  • Demonstrated ability to translate complex PMO and software delivery methodologies into clear, practical guidance that can be understood and adopted by technical and non-technical stakeholders
  • Bachelor’s degree in Information Technology, Information Systems, Business Management, Engineering, or a related field, or equivalent professional experience

Lean Agile or Delivery Excellence–related certifications

Duties:
  • Serve as a core contributor within the Program Management Office, supporting a complex back-office software delivery program

  • Define, implement, govern, and continuously improve software delivery methodologies across multi-team technology initiatives

  • Design and manage delivery lifecycle models, including intake, planning, execution, release management, and operational transition

  • Establish and maintain PMO standards, playbooks, templates, and governance frameworks aligned with PMBOK, Agile, and enterprise best practices

  • Partner with program leadership, project managers, product owners, engineering teams, and vendors to optimize delivery outcomes

  • Provide hands-on coaching and training to project teams on applying delivery methodologies at scale

  • Collaborate with Scrum Masters to translate PMO standards into actionable delivery guardrails, including Definition of Done, sprint goals, and release criteria

  • Serve as a subject matter expert for Azure DevOps, defining best practices for work item hierarchy, backlog management, iteration planning, dependency tracking, and cross-team alignment

  • Design, govern, and maintain delivery dashboards, metrics, and reporting using Azure DevOps and Power BI

  • Define and standardize delivery performance metrics such as velocity, throughput, cycle time, predictability, milestone performance, and resource utilization

  • Conduct delivery health checks, audits, and governance reviews to ensure adherence to PMO standards and identify risks or gaps

  • Support program planning, forecasting, and executive reporting through integrated schedule, backlog, and performance data

  • Facilitate delivery governance forums, cadence reviews, and executive briefings using data-driven insights

  • Identify systemic delivery risks, bottlenecks, and inefficiencies and recommend process and tooling improvements

  • Support organizational change management and adoption of new delivery practices, tools, and standards

  • Ensure delivery methodologies align with enterprise architecture, operational readiness, and compliance requirements

  • Fully document all work products, including designs, diagrams, test artifacts, impact analyses, and lessons learned, in accordance with established templates and standards

  • Build and maintain effective working relationships with technology teams, business stakeholders, sponsors, and vendors

  • Lead and participate in project team activities related to enterprise system initiatives

  • Adhere to all organizational standards, policies, and procedures and perform additional duties as assigned
