Work Schedule: Monday – Friday (core hours 9am-3pm)

Summary


The Office Management / Staff Officer (Skill Level 3) provides administrative and operational support to the Human Development – National (HDN) office at NGA-West. This role serves as the focal point for foreign language testing coordination and supports program administration, task management, and communications activities related to language testing, training programs, and organizational initiatives. The Staff Officer collaborates with NGA leadership, directorates, and external partners to ensure efficient execution of foreign language testing programs, administrative processes, and internal communications.


 


Job Description



  • Serve as the focal point for foreign language and related testing activities within NGA.

  • Administer and proctor language proficiency testing.

  • Ensure proper safeguarding of test data and maintain accountability for language lab and testing room equipment.

  • Maintain and update PeopleSoft records for individuals taking the Defense Language Proficiency Test (DLPT), Oral Proficiency Interview (OPI), and other DoD-approved foreign language tests.

  • Administer DLPT testing for eligible federal civilian employees, military personnel, and contractors.

  • Coordinate scheduling of Oral Proficiency Interviews (OPIs) with the Defense Language Institute when required.

  • Process personnel action requests (PARs) for individuals who qualify for foreign language proficiency pay.

  • Coordinate and collaborate with NGA directorates and offices to support the NGA foreign language testing program.

  • Maintain testing schedules, track suspense items, and document reasons for delays when necessary.

  • Support administrative processes related to updating records, submitting PARs, and maintaining program documentation.

  • Assist with communications and marketing efforts, including updating training announcements on internal websites and participating in NGA-sponsored events such as conferences, orientations, and briefings.

  • Serve as backup support for course facilitation activities, including escorting instructors and distributing course materials.

  • Maintain and update HDN web content, training links, and program resources.

  • Support the Roundtable Culture and Language Exchange Program (RCLEP), including maintaining collaboration platforms such as Wikis and blogs.

  • Serve as the HDN point of contact for the NAVIGATE NGA New Employee Orientation program and coordinate with program staff to present HDNP programs to new employees.

  • Maintain HDNP English enhancement program web resources.

  • Support HDN initiatives related to NGA Human Geography programs.

  • Collaborate with NGA, DoD, and Intelligence Community partners on taskers, data calls, metrics, business process improvement initiatives, strategic planning efforts, and concept of operations (CONOPS) development.


 


Requirements



  • Bachelor’s degree in communications, Public Relations, or a related field.

  • At least 12 months demonstrated experience updating web content and using electronic publishing applications such as Microsoft Office Suite, Adobe InDesign, Photoshop, Illustrator, or Adobe Acrobat Pro.

  • At least 12 months demonstrated experience using APA style writing and editing.

  • At least 24 months demonstrated experience in communications strategy development.



Desired Skills:



  • Level 1 proficiency in a foreign language in accordance with the Defense Language Proficiency Test (DLPT)

  • Familiarization with Human Language Technology tools such as Mango, SOFTS, Foreign Language Play-Away, GLOSS, etc.



Education: Bachelor’s degree in communications, Public Relations, or a related discipline with demonstrated experience in communications strategy, messaging development, and digital publishing tools.



Computer Skills



  • Proficiency in Microsoft Office Suite (Word, PowerPoint, Excel).

  • Experience using Adobe Creative Suite applications such as InDesign, Photoshop, Illustrator, or Adobe Acrobat.

  • Experience updating web content and managing electronic publishing tools.



Other Requirements



  • Must be a U.S. Citizen

  • Ability to occasionally travel

  • Ability to obtain and maintain required security clearance


 


Work is performed primarily in office, vehicles, and occasionally working group or conference settings, in all weather conditions, though mostly indoors. The noise level in the work environment is usually quiet in office settings and moderate in other situations.
