Job Description - Oracle EPM Cloud & Hyperion Planning Specialist


Location: Washington, DC
Position Type: Hybrid
Hybrid Schedule: 3 days onsite
Contract Length: Long-term with annual extensions


Position Overview:
This role is responsible for designing, developing, and supporting Oracle EPM Cloud and Hyperion Planning solutions, including financials, workforce, and project modules. The position requires expertise in data integrations, business rules, reporting, and automation to support the full SDLC of planning, budgeting, and consolidation processes.

Required Skills:
  • 3+ years of professional experience with large Hyperion, EPM Cloud, and Oracle Planning implementations at the State/Local or Federal level.
  • 12 years of experience with Oracle Budget Applications such as Hyperion, EPM Cloud, EPBCS, Planning Narrative Reporting, data integrations, and data management.
  • 12 years of experience developing planning forms, data management integrations, business rules, and reports using EPM Cloud and/or EPBCS Planning and Narrative Reporting.
  • 8 years of experience developing and supporting Oracle EPM Cloud, EPBCS, financials, workforce, and project modules along with Oracle ERP Budgetary Control and PPM modules.
  • 8 years of experience implementing Oracle EPM Cloud Financial Close and Consolidation applications for Annual Reports, integrated with Oracle ERP Budgetary Control and PPM modules.
  • 8 years of experience implementing Oracle EPM Groovy business rules using REST API and EPM Automate for planning.
  • 8 years of technical experience with Oracle EPM, Hyperion, EPM Automate, and Python for loading/extracting data and scripting.
  • 8 years of experience with FDMEE, data integration, loading data to EPM Cloud, and integrating with ERP Cloud and PeopleSoft applications.
  • 8 years of experience developing and supporting Oracle EPM Cloud, EPBCS, financials, workforce, and project modules for Federal or State/Local budgeting entities.
  • Experience implementing three or more Oracle Hyperion/Planning and Budgeting Cloud modules.
  • Experience with EPM modules including Financials, Line-item, Workforce, Position and Employee-based budgets, Projects/Awards/Capital budgeting, and Federal entities.
  • Strong understanding of the Business Process Framework with a proven history of implementing solutions.
  • Ability to interact with stakeholders, manage expectations, provide regular updates, and conduct requirement definition sessions.
  • Experience with at least three of the following modules: EPM Cloud or EPBCS, EPM Cloud Planning, Workforce, Financial Close, and Consolidation.
Duties:
  • Design, develop, and implement EPM Cloud Planning forms, business rules (including Groovy), workflows, approvals, and dimensional structures.
  • Configure and develop workforce, financials, projects, and custom cubes within EPM Cloud Planning, integrating with PeopleSoft and Oracle ERP modules.
  • Develop and deploy Narrative Reporting components, including reports, packages, doclets, and annual financial and budget book reports.
  • Configure Financial Close and Consolidation modules in integration with Oracle ERP General Ledger.
  • Build and maintain REST APIs for EPM Planning and Narrative Reporting using Groovy scripting and business rules.
  • Develop Python scripts and utilize EPM Automate to extract, transform, and load ERP data into EPM Planning.
  • Design, develop, and support data integrations using Data Management, FDMEE, and other EPM data exchange tools.
  • Implement and support integrations for ERP General Ledger, budgetary control, and project/awards modules.
  • Analyze, debug, and collaborate with Oracle Support to resolve planning environment and development issues.
  • Provide ongoing support throughout the SDLC, including development, maintenance, and optimization of Oracle Planning artifacts.
  • Assess the impact of potential changes and implement solutions to mitigate risks and ensure process continuity.
  • Interact with stakeholders, manage expectations, provide updates, and conduct requirement definition sessions.
