Project Lead - Financial Crimes Enforcement Network (FinCEN)

Position Overview:

The Leading Niche is seeking a highly skilled and experienced Project Lead with a minimum of 10 years of experience in managing operational and cost/schedule/performance support in a Federal Government IT environment, to provide expert program oversight and project management support within the FinCEN IT environment. The ideal candidate will have a proven track record of working closely with CIOs and IT leadership, ensuring operational excellence through effective resource and task management.

Key Responsibilities:

• Manage and oversee all aspects of program and project execution on behalf of the Contractor.
• Provide expert-level IT project management within the federal government sector.
• Facilitate FinCEN’s operational environment through effective resource allocation and task management.
• Ensure compliance with OMB Circular A-11 and expertise in Capital Planning and Investment Control (CPIC) processes.
• Develop executive-level materials and reports for CIO and IT leadership engagement.
• Coordinate work across the Technology Division, ensuring program/project management knowledge and CPIC reporting materials are organized and centrally stored for accessibility.
• Lead governance support services, ensuring all tasks and deliverables are completed per guidance from Government FTEs.
• Work closely with both contractor and government teams to ensure seamless communication and project execution.
• Maintain attention to detail in gathering and analyzing data to support decision-making processes. 

• 10+ years of experience in managing operations, cost/schedule/performance support in a Federal IT environment.
• Active Secret Clearance is required.
• Direct experience interfacing with CIOs and IT leadership in a federal setting.
• Expertise in IT project management and CPIC processes.
• Strong knowledge of OMB Circular A-11 regulations and federal IT governance policies.
• Excellent communication skills for high-level engagement both inside and outside of FinCEN.
• Ability to coordinate work effectively across multiple teams in a fast-paced federal IT environment.
• Strong attention to detail, ability to follow guidance, and execute tasks with precision.

Preferred Qualifications:

• PMP or relevant project management certification.
• Experience with federal financial systems and IT governance frameworks.
• Familiarity with FinCEN operations and compliance requirements.
