Job Description - Project Manager


Location: Harrisburg, PA
Position Type: Hybrid
Hybrid Schedule: Onsite as needed (At least 2 days a month)
Contract Length: Long-term with annual extensions


Position Overview:
This role leads complex, multi-workstream program implementation initiatives, ensuring alignment between policy intent and operational execution while driving coordination across diverse stakeholders. The Project Manager is responsible for delivering initiatives from planning through launch and stabilization, using structured project management practices to ensure accountability, timely decision-making, and successful outcomes.

Required Skills:
  • 7 years of experience leading large, multi-workstream initiatives involving external partners and executive-level visibility.

  • Demonstrated ability to drive cross-functional coordination, facilitate effective meetings, and move decisions through to closure.

  • Experience utilizing project controls and tools, including workplans, RAID logs, RACI matrices, change control, and decision/action tracking.

  • Proven ability to work independently, manage ambiguity, and maintain momentum across competing priorities.

  • Strong written and verbal communication skills, including the ability to produce concise status reports and stakeholder-ready documentation.


Duties:
  • Lead and facilitate initiative workstreams, workgroups, and governance forums, including preparing agendas, materials, and decision prompts.

  • Develop and maintain integrated project plans outlining scope, milestones, dependencies, deliverables, owners, and timelines.

  • Build subject matter expertise in policy intent, operational workflows, and compliance requirements, translating them into actionable tasks.

  • Establish and manage project artifacts such as RACI matrices, RAID logs, action trackers, and status reports.

  • Proactively identify risks and issues, driving mitigation strategies, escalation paths, and resolution with accountable stakeholders.

  • Coordinate across program offices, executive leadership, external partners, providers, and other stakeholders to ensure alignment and progress.

  • Support external coordination efforts by organizing materials, tracking commitments, and ensuring follow-through on deliverables.

  • Drive change management activities, including communications planning, stakeholder engagement, training readiness, and launch support.

  • Ensure thorough documentation of decisions, including rationale, approvals, and downstream impacts.

  • Provide guidance to junior project managers, strengthen governance practices, and independently lead complex initiatives with minimal oversight.
