Job Description - Public Works Project Manager

At DCCM, we are building the future of Texas communities by designing and delivering critical public infrastructure that strengthens cities, enhances mobility, and protects natural resources. From roadway and drainage improvements to water, wastewater, and utility systems, our Public Works group provides innovative, sustainable, and cost-effective engineering solutions that make a lasting difference for municipalities, counties, and regional agencies across Texas.

We are seeking an experienced and driven Project Manager to join our Public Works Department in Houston, TX. In this role, you will lead the planning, coordination, and delivery of municipal infrastructure projects—including roadway, drainage, water, wastewater, and site development improvements. You will manage multidisciplinary teams, collaborate closely with clients and public agencies, and oversee all aspects of project execution to deliver innovative, cost-effective, and sustainable solutions for communities across the region.

Key Responsibilities

  • Manage all phases of public works projects, from planning and design through construction and closeout.
  • Develop project scopes, schedules, and budgets, ensuring successful delivery within established parameters.
  • Lead and coordinate internal design teams, subconsultants, and client communications.
  • Prepare and review technical reports, design documents, construction plans, specifications, and cost estimates.
  • Monitor project performance and implement quality control procedures to ensure accuracy and compliance with standards.
  • Collaborate with municipal and regulatory agencies to obtain necessary approvals and permits.
  • Conduct site visits, attend project meetings, and provide engineering support during construction.
  • Mentor and support junior engineers and technical staff, fostering professional growth and a collaborative work environment.
  • Participate in business development efforts, including proposal preparation, client presentations, and relationship management.

Requirements

  • Bachelor’s degree in Civil Engineering or related field.
  • Active Texas Professional Engineer (P.E.) license required.
  • 6–10 years of progressive experience in public works or municipal infrastructure design and project management.
  • Proficiency in AutoCAD Civil 3D and strong understanding of City of Houston, Harris County, and TxDOT design standards.
  • Demonstrated ability to manage multiple projects, budgets, and schedules simultaneously.
  • Strong leadership, communication, and organizational skills.
  • Client-focused mindset with the ability to build and maintain strong professional relationships.

Why Join DCCM?

At DCCM, we do more than design infrastructure—we build resilient systems that support public health, environmental quality, and economic growth. As a leader in civil engineering, we offer an opportunity to make a real difference while growing professionally.

We offer:

  • Comprehensive Benefits      – Including medical, dental, vision, 401(k) with company match, PTO, and      maternity leave.

  • Professional Growth &      Development – Support for training, skill-building, and tuition      reimbursement.
  • Community Engagement –      Take advantage of 9 extra paid hours annually to give back through      volunteering.
  • Challenging &      Meaningful Projects – Design infrastructure that strengthens      communities and protects natural resources.
