Job Description:
The NYC Department of Health and Mental Hygiene (DOHMH) is seeking a Sr. Business Engineer to support Human Resources business process modernization and HRIS optimization efforts. The ideal candidate will have experience reengineering HR operations and systems, leading change management initiatives, and collaborating with cross-functional teams to implement process improvements across the agency.
Specialty Areas:
• HR Process Optimization – Evaluate and recommend improvements to HR workflows, reducing bottlenecks and enhancing efficiency across systems.
• HRIS Analysis – Identify system functionality gaps and recommend enhancements to Human Resources Information Systems.
• Change Management & Training – Lead stakeholder engagement, develop training plans, and support change adoption.
• Cross-Functional Collaboration – Work with HR, IT, and agency leadership to align strategy and operations.
• Performance & KPI Tracking – Monitor and report performance against reengineering plans and success metrics.
Responsibilities:
• Analyze and evaluate existing HR processes and recommend strategic improvements.
• Lead gap analysis to improve documentation, digital communications, and standardization.
• Develop implementation priorities and reengineering strategies with project teams.
• Track business process improvements and associated KPIs.
• Conduct stakeholder engagement, including training and communication plans.
• Recommend HRIS enhancements and oversee documentation of changes.
• Deliver findings and recommendations to executive leadership and project stakeholders.
• Stay informed on HR trends and integrate best practices into agency processes.

Mandatory Requirements:
• Bachelor’s degree in Business, Human Resources Management, Computer Technology, or related field
• Minimum 8 years of experience as a Business Process Engineer, HR Consultant, or Sr. Business Analyst
• Experience working with state or federal government HR departments
• Strong documentation, stakeholder management, and communication skills
Preferred Qualifications:
• Experience with NYC agencies or State of NY
• Familiarity with enterprise HRIS platforms and implementation strategies
• Training plan development and delivery experience
• Knowledge of change management frameworks and KPIs in HR environments
