Position Summary


The Vice President of Contracts is a senior executive responsible for enterprise leadership of the company’s contracts, pricing, subcontracting, procurement, and accreditation functions. As a member of the senior leadership team, this role establishes the strategic direction, governance, and operational excellence of all contractual and supplier-related activities across the organization.


The Vice President of Contracts serves as a trusted advisor to executive leadership on contractual risk, pricing strategy, regulatory compliance, and supplier engagement. This role ensures that the company’s contractual frameworks, pricing methodologies, and procurement practices support enterprise growth, operational performance, and risk mitigation.


Working closely with Finance, Business Development, and Operations leadership, the Vice President ensures alignment between contractual strategy, corporate objectives, and program execution while maintaining the highest standards of compliance and integrity.


Organizational Scope


The Vice President of Contracts leads a multidisciplinary organization responsible for contract lifecycle management, pricing strategy, subcontracting, procurement, and accreditation compliance.


Through this leadership structure, the Vice President ensures integration across all functions supporting proposal development, contract execution, supplier engagement, procurement operations, and regulatory accreditation.

The following roles within the Contracts Team report to the Vice President of Contracts either directly or indirectly:



  • Director of Contracts


    • Contracts Manager

    • Subcontracts Manager


      • Subcontracts Administrator

      • Buyer



  • Accreditation Coordinator


 


Key Responsibilities


Note: Some of the responsibilities listed here are directly managed by members of the Contracts Team, however the Vice President of Contracts is ultimately responsible for the success and processes of the entire team.


Enterprise Leadership and Governance



  • Serve as a member of the company’s senior leadership team, contributing to enterprise strategy and operational decision-making.

  • Establish the enterprise framework for contract lifecycle management, pricing governance, procurement policies, and subcontracting practices.

  • Provide executive-level oversight of contractual risk management and supplier engagement across the organization.

  • Develop and implement policies, procedures, and internal controls that ensure consistent and compliant contractual practices.

  • Manage entity registrations through sam.gov.

  • Oversee matters relating to organizational conflict of interests.

  • Acting as the primary interface for all insurance matters on behalf of the organization. 

  • Interfacing with outside counsel on contractual matters (e.g., protests, entity changes, etc.)


Strategic Growth Enablement



  • Partner with Business Development and executive leadership to support strategic pursuits, major proposals, and growth initiatives.

  • Provide executive guidance on pricing strategy, proposal risk, and contractual positioning for key opportunities.

  • Lead negotiation strategies for complex agreements and high-value contracts.


Contract Lifecycle Management



  • Oversee the management of prime contracts and commercial agreements across the full lifecycle, from proposal support and negotiation through administration, modification, and closeout.

  • Ensure effective contract governance, risk mitigation, and consistent administration practices across programs.

  • Support resolution of contractual disputes, claims, and complex negotiations.


Pricing Strategy and Proposal Support



  • Provide strategic oversight of the organization’s contract pricing and cost proposal activities.

  • Ensure pricing approaches support competitive positioning while maintaining financial and regulatory compliance.

  • Advise executive leadership on pricing risk, cost structures, and negotiation strategies for major pursuits.


Subcontracts and Supplier Strategy



  • Lead the organization’s subcontracting strategy, including supplier engagement, source selection, and negotiation of major subcontract agreements.

  • Ensure subcontracting practices align with prime contract requirements and enterprise procurement policies.

  • Strengthen relationships with strategic suppliers and partners critical to program delivery.

  • Manage Small Business Subcontracting Plans and reporting across the organization


Procurement Leadership



  • Provide executive oversight of procurement operations to ensure efficient, cost-effective acquisition of goods and services.

  • Establish sourcing strategies and supplier performance management frameworks.

  • Promote continuous improvement and operational efficiency within procurement processes.

  •  Maintain a Contractor Purchasing System Review (CPSR)


Compliance, Accreditation, and Risk Management



  • Ensure the organization maintains compliance with applicable contractual, regulatory, and accreditation requirements (e.g., CMMI, ISO).

  • Oversee accreditation management and ensure readiness for audits, assessments, and external reviews.

  • Maintain enterprise standards for documentation, internal controls, and compliance reporting.



Cross-Functional Collaboration



  • Collaborate closely with Legal, Finance, Program Management, Operations, and Business Development leadership to support enterprise objectives.

  • Provide strategic guidance on contractual matters impacting program performance, financial outcomes, and corporate risk exposure.

  • Support executive decision-making by assessing contractual implications of strategic initiatives.



Team Leadership and Organizational Development



  • Lead and develop a high-performing team of contracts, pricing, subcontract, procurement, and compliance professionals.

  • Establish organizational priorities, performance metrics, and professional development pathways.

  • Build leadership capacity within the organization through mentoring, succession planning, and talent development.



Qualifications


Required



  • Bachelor’s degree in Business, Supply Chain, Finance, Law, or a related discipline.

  • 15+ years of progressive leadership experience in contracts, pricing, procurement, or subcontract management.

  • Demonstrated success leading multi-functional contract and procurement organizations.

  • Extensive experience negotiating complex agreements and managing enterprise contractual risk.

  • Proven ability to partner with executive leadership and influence strategic decision-making.

  • Clearance: Minimum TS


Preferred



  • Advanced degree (MBA, JD, or similar).

  • Geographically located within the DMV

  • Experience supporting complex proposal pricing and major capture efforts.

  • Experience managing regulatory compliance or accreditation programs.

  • Experience implementing enterprise contract lifecycle or procurement systems.
