About the Position

Under direction of the Chief Fiscal Officer for the Illinois Arts Council Agency, independently performs complex accounting and auditing work. Prepares, reconciles, and analyzes financial reports and statements. Assists CFO in developing and preparing budgetary activities and reports. Processes Agency payroll. Participates in training lower-level accountant.

Job Responsibilities

  1. Performs complex and professional accounting and auditing work involving a wide variety of general departmental funds of grant accounts. Assists CFO in developing and preparing agency budget, Illinois State Legislative (ISL) Forms, and financial reports and other materials for Council board. Confers with Auditor General and external auditors.
  2. Prepares, examines, and reconciles complex statements and financial reports in compliance with agency’s accounting rules. Prepares payment authorization forms and processes agency vouchers. Reviews financial details in final report materials and conducts desk audits, alerts grantees when discrepancies are found, audits to verify dates and collaborates with staff to resolve discrepancies, and reverse, modify and/or refund grants. Assists in maintaining Agency property inventory process; analyzes procedures and recommends revisions to improve efficiency; and completes and submits inventory reports. Orders office supplies as needed per assigned Commodities budget. Reviews and monitors telecommunication bills. Works with vendors and tracks licenses and subscriptions.
  3. Serves as designated lead worker. Assigns and reviews staff work. Provides guidance and training to assigned staff of procedures for inputting and processing vouchers, contracts, and grants. Assists staff to develop and maintain standard operating procedures for accounting processes.
  4. Serves as Payroll Coordinator and Petty Cash Coordinator.
  5. Assists the Agency Procurement Officer (APO) and the State Purchasing Officer (SPO) in the procurement process.
  6. Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

 

Minimum Requirements

  • Requires knowledge, skill and mental development equivalent to completion of four years college, with courses in business administration and accounting.

  • Requires two years of professional experience in accounting, external auditing, budgetary planning and control or public accounting.

Preferred Qualifications

  • Prefers extensive knowledge of accounting and auditing theory, principles, methods, and procedures.
  • Prefers working knowledge of state accounting and procurement systems (e.g., SAMS, ERP/SAP, Bidbuy).
  • Prefers ability to develop, prepare, and submit Agency budget requests, financial reports, and other types of accounting documentation for approval and processing.
  • Prefers at least three years of experience applying office methods, procedures, standard office accounting systems, databases, and spreadsheet tools.
  • Prefers at least three years of experience in reviewing grant reports to determine compliance with the fiscal terms and conditions of grant awards.
