Job Description - Accounting Technician

Overview of Position: This permanent, full-time, non-exempt position reports to the Finance Manager and is responsible for independently performing technical and administrative accounting support functions to support the Authority's operations.

Specific responsibilities may include: Audit, verify, code, and batch accounts payable transactions; research and resolve discrepancies and unauthorized payment requests and purchases; confer with vendors as necessary; reconcile and update vendor accounts with payments and balances.  Review, prepare, and process cash receipts and disbursements; count, verify, and reconcile cash and check payments and related receipts; scan and store cash receipts; prepare and verify bank deposits; reconcile and maintain the agency's petty cash fund.

 Generate and assist in preparing financial summaries and technical reports; assist with the year-end closing, reconciliation, and audit processes.

 Responsible for all aspects of agency payroll, including processing semi-monthly paychecks and maintaining records of employee payroll deductions, retirement, and other payroll-related factors; preparing reports.

 Assist in administrating the Authority's retirement and benefits programs, including adding and deleting active employees.

 Research and resolve issues related to payroll, retirement benefits, leave balances, deductions, and other payroll-related matters for staff.

 Receive and process transit pass sales orders; maintain and track pass sales inventory.

 Perform tasks relevant to fare media sales, including daily reports and revenue reconciliation.

 Maintain various filing, record-keeping, and tracking systems.  Review and record fixed assets additions, deletions, and transfers; post and reconcile annual depreciation schedules and journal entries.

 Assist management with special projects as required.

 Perform other duties as assigned. Knowledge/Skills Required for the Position: Knowledge of:

 Terminology and practices of financial and account document processing and record keeping, including accounts receivable, accounts payable, and payroll.

 General accounting methods and internal controls.

 Methods and techniques of reconciling and balancing financial and payroll documents.

 Practices and techniques of automated accounting, financial record keeping, and financial report preparation.

 Basic auditing principles and practices.

 English usage, grammar, spelling, vocabulary, and punctuation.

 Techniques for providing a high level of customer service by effectively dealing with the public, vendors, contractors, and Authority staff. Ability to:

 Perform detailed account and financial support work accurately and promptly.  Review, post, balance, and reconcile financial transactions.

 Make accurate mathematical and statistical computations.

 Interpret, apply, and ensure compliance with Federal, State, and local policies, procedures, laws, and regulations.

 Meet frequent and multiple deadlines.

 Utilize automated computer systems and software applications.  Communicate clearly and concisely, orally and in writing.

 Use tact, initiative, prudence, and independent judgment within general policy and legal guidelines.

 Establish, foster, and maintain positive and effective working relationships with those contacted in the course of work.

Minimum Qualifications : Bachelor's degree from a four-year college or university, and at least two years related experience and training, or an equivalent combination of education and experience.

Compensation: Salary Range - $70,686-$91,892 -Dependent on Experience Benefits:  Medical and Dental coverage for employees and dependents.  Participation in CalPERS defined-benefit retirement plan.  Access to 457 deferred compensation program.  Thirteen paid holidays annually.  Employer-paid term life insurance coverage.  Vacation accrual starts at 88 hours annually.
