Through its Bureau of Public Utilities, the Commission oversees the provision of adequate, reliable, efficient and safe utility services at the least possible cost to Illinois citizens served by electric, natural gas, telecommunications, water and sewer public utility companies.
Through its Bureau of Transportation, the Commission oversees public safety and consumer protection programs with regard to intrastate commercial motor carriers of general freight, household goods movers, relocation towers, safety towers, personal property warehouses and repossession agencies. The Commission’s Rail Safety Program also inspects and regulates the general safety of railroad tracks, facilities and equipment in the state.
Under general direction, in the Integrated and Distribution Planning Division, the Economic Analyst III - Accountant performs reviews of the books and records of public utility companies; analyzes company filings and provides expert witness testimony on accounting issues in docketed cases before the Commission, reviews and evaluates information complex provided by utilities, performs field audits of the utilities books and records in accordance with standard guidelines, develops data requests, identifies issues that need further review and develops adjustments as appropriate, prepares written testimony that set forth opinions and positions on pertinent accounting issues and present proposed adjustments, develops cross-examination questions for staff counsel to ask company and intervenor witnesses, presents expert witness testimony in Commission hearings, and assists in the preparation of briefs.
Candidates are required to have a bachelor’s degree in accounting, or a related field, and a Certified Public Accountant certificate. Prefers a minimum of two years of regulatory, public accounting, or auditing experience. Superior oral and written English communication skills; and extensive knowledge of the personal computer and its related software programs and applications.
