Position Overview

The Illinois Department of Insurance is seeking to hire an Insurance Analyst in the Education & Testing Unit of Licensing/Education and Testing Section of the Enforcement/Investigations Division. The position performs routine duties in the Pre-licensing Education and Continuing Education Program and the Illinois Insurance Licensing Program which includes premium finance companies, third party administrators, third party prescription administrators, public adjusters, employee leasing companies, car rental limited line companies, self- service storage facility limited line companies, portable electronic limited line companies and viatical settlement brokers; confers with and advises licensees, applicants, providers, provider applicants, insurers and other pertinent parties regarding their rights, duties and obligations in reference to the Insurance Code, Administrative Code and Department position; notifies producers and providers when a fee has been returned unpaid; processes education data into the education database. Essential Functions

1. Conducts routine review of Exhibit A (Request for Certification of Pre-licensing Course) and Exhibit B (Request for Certification of Continuing Education Course) forms, course outlines, course books and various supporting information submitted by entities seeking certification for licensing and/or continuing education courses for compliance with Rule 3119 and Article XXXI of the Illinois Insurance Code:
•Verifies that course content and fee payment requirements are met and recommends for acceptance or rejection of requested courses and/or course providers seeking certification based upon established Departmental guidelines,
•Confers with providers if additional or corrective information is needed.
2. Reviews and analyzes routine licensing and education records of individuals which are identified by processing staff as having potential problems, irregularities, or omissions:
•Refers questionable records to supervisor for review and determination of appropriate action.
3. Receives provider and course renewal applications and reviews for compliance with Departmental requirements and payment of necessary fees:
•Updates computerized records and produces printed copies of renewal.
4. Responds to routine requests from providers, potential providers and other interested parties for information related to education requirements:
•Prepares mass mailings notifying education providers of changes to laws, rules, and requirements.
5. Creates and maintains a computerized record of such licensees who have paid a fee which was returned to the Department as unpaid or have failed to pay required fees in a timely fashion:
•Follows-up through telephone conversations and correspondence on the collection of the fee through notification to the licensee or provider and, if necessary, refers repeat offenders to the Regulatory Section.
6. Assists supervisor in reviewing applications and responding to inquiries concerning the licensing of public adjusters, premium finance companies, third party administrators, third party prescription administrators, employee leasing companies car rental limited line companies, self- service storage facility limited line companies, portable electronic limited line companies and viatical settlement brokers:
•Reviews and corrects special edit lists created by information system which allows the database to be updated and accurate,
•Inputs data into the Department’s database system to identify the applicant, their educational background, certifications of licensure in another jurisdiction, work experience, internships, examination scores and a variety of other data to verify compliance with licensure statutes, administrative rules, policies, and procedures.
7. Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

 

Minimum Qualifications

1. Requires knowledge, skill, and mental development equivalent to completion of four (4) years of high school.
2. Requires satisfactory completion of Insurance Analyst Trainee training program or one (1) year of experience in the insurance industry.

Preferred Qualifications

1. Prefers at least one (1) year of experience gaining knowledge of the Illinois Insurance Code. 
2. Prefers at least one (1) year of experience with department rules, regulations, and bulletins as related to a particular insurance program. 
3. Prefers at least one (1) year of experience with office methods and procedures.
4. Prefers at least one (1) year of experience with reading, assimilating, and applying rules, regulations, and procedures in situations with given facts.
5. Prefers at least one (1) year of experience using arithmetic ability.
6. Prefers at least one (1) year of experience writing correspondence/reports with grammatical correctness.
7. Prefers at least one (1) year of experience soliciting information/data from individuals as required in producing conclusions.
