The Justice Administrative Commission (JAC) administratively serves 49 judicial-related offices (JROs), including the 20 Offices of State Attorney, 20 Offices of Public Defender, 5 Offices of Criminal Conflict and Civil Regional Counsel, 3 Offices of Capital Collateral Regional Counsel, and the Statewide Guardian ad Litem Program. Services provided are primarily in accounting, budget, financial services, and human resources. JAC also performs compliance and financial review of court-appointed attorneys and due process vendor bills. To be considered for this position with the JAC, candidates must:

This position performs advanced-level work and is expected to complete assignments independently with limited supervision.

 

Duties of this position include, but are not limited to :

 

  1. Serve as one of JAC’s Purchasing Card (PCard) Administrators using Works. Assist with: monitoring PCard accounts, managing the needs of users (order/replace cards, credit limits, and system profiles), notify JROs and users of charges outstanding more than a week as outlined in JAC’s escalation policy, producing PCard reports for distribution, and other related tasks.
  2. Provide guidance and assistance to the JROs with solving vendor issues and assist, when possible, with substitute W9 registrations. Monitor the vendor processing mailbox. Process additions and updates for vendor records in FLAIR.
  3. Schedule and maintain FLAIR reports in the FLAIR Report Distribution System (RDS).
  4. Enter and maintain contracts in FACTS. Distribute semi-annual reviews of contracts in FACTS and process changes identified during the review.
  5. Act as Access Control Custodian for FLAIR Departmental, Payroll, RACF (NASSAM), and other related information systems such as the Florida Accountability Contract Tracking System (FACTS). Assist users with FLAIR and other system access issues; create and update user records as needed. Removed access to the systems for staff leaving the agency
  6. Distribute FLAIR transaction history and payroll records to JROs, as assigned.
  7. Prepare assigned annual forms required by the Department of Financial Services (DFS) for Florida's Annual Comprehensive Financial Report (ACFR). Prepare closing and adjusting entries, as assigned, in compliance with generally accepted accounting principles and DFS's guidance.

Required Knowledge, Skills, and Abilities :

 

  • Knowledge of the FLAIR accounting system such as organization codes, funds, budget entities, general ledger codes, object codes, transaction codes, and related code structures.
  • Knowledge of the FLAIR Information Warehouse and the tables used to extract data.
  • Knowledge of logic used in database query tools in order to extract data such as sorting, filtering, selection criteria, summing, and grouping.
  • Knowledge of accounting principles.
  • Ability to maintain and enhance existing reports and queries to meet new and updated business requirements.
  • Ability to organize and analyze data from multiple sources.
  • Ability to work to a high degree of accuracy.
  • Good problem solving and organizational skills.
  • Ability to communicate respectfully and effectively both verbally and in writing.
  • Ability to prioritize competing assignments while maintaining personal composure.
  • Ability to understand, implement, and develop policies, procedures, goals, and objectives.
  • Ability to establish and maintain effective working relationships.

 

Notes :

 

Applicants must have a High School Diploma (or equivalent). Preference will be given to applicants with a Bachelor’s Degree in accounting, finance, or computer science; and experience with query-building, Statewide Financial Statements, and FLAIR data analysis.
