Position Purpose
This position manages the development and delivery of project estimate details for scoping and reimbursable contracts. The position is responsible for managing project estimate development for the Transmission Planning and Projects organization, ensuring that project estimating activities are accurately scheduled and completed to ensure the effective and efficient delivery of project details for implementation. The position directly supervises cost estimators and other professionals in support of project estimates for Transmission Planning and Projects.
Supervisory Responsibility
This position reports to the SM, Project Development and Processes and supervises a staff of up to ten (10) cost estimators and technical personnel. This position will also lead dedicated, multi-disciplined teams as assigned and to meet estimating process development.
Budget Responsibility
This position is responsible for the project estimating activities of a project portfolio of $400M-$500M annual budgetary spend and up to $300M in reimbursable funding.
Principal Accountabilities
Manages the development, implementation, and operation of the project estimating process with Transmission Engineering, Transmission Construction, and Power Operations personnel and contract partners, TVA Distributors and Direct-Serve Customers, Federal and State Agencies, Environmental, Financial, private businesses and land owners, interconnection customers, and Operations and Maintenance personnel to support capital project facilities technical, cost, schedule, and contractual requirements.
Ensure that estimates are completed in support of overall project schedule requirements.
Ensure that estimating activities are completed in an efficient manner to provide comprehensive project costs.
Manages the development of project cost estimate preparation through approved estimating applications.
Supports the preparation estimates included in reimbursable contracts with State Highway Departments, private business and land owners, as well as, LPCs and DSIs for transmission line and ROW relocation, land abandonments, easement and TVA land-use licenses, fiber and power pole attachments, and collocation projects.
Develop and maintain processes/guidelines to support Transmission estimating tasks.
Performs project development and process activities for other Transmission organization project efforts as requested.
Minimum Requirements:
Education. – A bachelor’s degree in engineering, administration, or a related field. An advanced degree is desired.
Experience. - Minimum of eight (8) years experience in project planning and development, project management and/or project controls.
Certification/License, etc— PMP Certification desired
Knowledge/Skills/Abilities— Thorough knowledge and understanding of project management processes including budgeting, cost control, scheduling, and overall management and organizational principles. The ability to translate engineering and other technical data into a form usable for the preparation and administration of external reimbursable transmission contracts. Candidate may be required to obtain and maintain a security clearance based on position / access requirements and essential job functions.
