Job Description - Payroll & Accounts Payable Coordinator

Payroll & Accounts Payable Coordinator Location Erie, CO :

Come join our dynamic Finance team, where you'll have the opportunity to serve as a key contributor for a growing local municipality! We're looking for someone who is detail-oriented and passionate about providing excellent customer service to our employees and our external partners.

As the Payroll & Accounts Payable (AP) Coordinator, you will perform professional accounting duties including the examination, analysis, maintenance, reconciliation and verification of financial records. You will also maintain our fiscal records and systems related to accounts payable and payroll.

DUTIES AND RESPONSIBILITIES: The below list is intended to be illustrative of the responsibilities of the position and not all encompassing. The Town may change these duties at any time.

Payroll

  • Plans and evaluates the operations of payroll systems and related processes.
  • Evaluates software needs and changes and plans the production of management information reports related to payroll.
  • Acts as liaison between The Town of Erie and the payroll software provider and makes necessary changes to ensure compliance with regulations and best practices in the payroll field.
  • Determines system schedules and related deadlines.
  • Evaluates and handles complex and/or unusual payroll and deductions according to state and federal reporting and payment/liability requirements.
  • Interprets and applies IRS Treasury guidelines related to the proper production of payroll related tax forms, including W2 filing requirements and filing requirements related to the Affordable Care Act.
  • Maintains system interface with financial and/or management information systems.
  • Analyzes payroll balance sheet accounts and designs reconciliation to related payroll reports.
  • Performs payroll transactions including compiling timecards, preparing payroll batch, calculating overtime and retro-active adjustments.
  • Ensures payroll records are maintained in accordance with record retention policies.

Accounts Payable

  • Issues disbursements to discharge the Town's financial obligations in a timely manner.
  • Reviews and analyzes invoices and purchase orders to ensure they follow the Town's Procurement Policies.
  • Assists with streamlining and improving the accounts payable process.
  • Prepares and submits annual 1099s.
  • Ensures the accuracy of financial documents for payment and auditing purposes.
  • Prepares and adjusts journal entries as needed.

Other

  • Prepares standard and non-standard accounting reports
  • Reconciles discrepancies in accounting records or control mechanisms
  • Performs related work as required and assigned.

MINIMUM QUALIFICATIONS:

Associate degree in accounting, business administration, or related field and four years of relevant accounting and/or bookkeeping experience; OR an equivalent combination of education, training, and experience.

Demonstrated computer skills in working with word processing, spreadsheet, time tracking, and email software.

KNOWLEDGE, SKILLS & ABILITIES REQUIRED:

Knowledge of: Advanced bookkeeping practices; principles of accrual accounting and Governmental Accounting Standards Board (GASB) standards; techniques used to reconcile subsidiary accounts to control accounts and maintain books through trial balance; computerized accounting and payroll systems and Excel computer spreadsheet software; business math; proper office ergonomics, safe lifting, and fire drill procedures.

Skills in: journals and ledgers maintenance; arithmetical calculations, including ratio, rate, and percentage; computer spreadsheets and reports; analyze fiscal data and draw logical conclusions; define accounting problems and recommend effective solutions; verbally communicate accounting procedures and policies clearly to others; use personal computer applications including spreadsheet, payroll and accounting software; write memos and reports clearly and concisely; organize work and set priorities to meet deadlines; multitask and prioritize diverse tasks; read, understand and apply policies to accounting functions; communicate general and technical information; maintain working relationships with government officials, superiors, and co-workers; operate business machines; identify and resolve discrepancies in accounting records.

Environmental Factors:

Work will be performed in a general office environment. At times, the work will be fast-paced with a lot of deadlines needing to be met. The employee's work desk will be located in an open working space during which the employee will regularly be exposed to common office noises, such as talking. The visual requirements of this job require the employee to adequately read and work on a computer screen.

Physical Factors:

While performing the duties of this job, the employee will spend the majority of the workday sitting and working at a computer. Standing instead of sitting while working on the computer is optional depending on the employee's preference. Repetitive motion tasks and grasping of objects performed will be limited to computer use, such as typing and using a computer mouse but will be constant throughout the work day. The employee will occasionally need to lift a ream of paper to complete job tasks.
