POSITION DESCRIPTION: Maintains accurate financial reporting for all capitalized assets purchased by or physically located in assigned Central Office cost centers. Verify and analyze property accounting entries made to Florida Accounting Information Resource (FLAIR). Research and analyze transactions and prepare accounting entries required to adjust the Trial Balance for corrections involving FLAIR.

 

Coordinates the annual physical inventory process for assigned districts/offices. This includes distribution of equipment and inventory reports, analysis and compilation of inventory data, reconciliation of final inventory packages, processing inventory-related forms, assisting with preparation of write-off documentation, and necessary property accounting entries.

 

Ensures that all fixed capital outlay projects that meet the capitalization threshold are recorded as construction work-in-progress during the life of the project. Ensure that all capitalized assets are recorded appropriately at the end of the project. Reconcile expenditures for assigned districts/offices to the FLAIR Property Subsystem and the Departmental Financial Management System (FM). Update FLAIR Property Subsystem Work-In-Progress (WIP) totals monthly. Upon project completion, ensure appropriate building and insurance documentation is received and prepare necessary accounting entries to reclassify WIP totals to appropriate asset general ledger codes. Ensure balance recorded as WIP at year-end for assigned districts/offices is accurate and that all WIP amounts reflect projects that are to be completed after July 1 of the next fiscal year.

 

Requests property insurance through the Property Insurance Trust Fund administered through the Department of Financial Services (DFS) for all new buildings acquired by assigned districts/offices. Compile and submit claims documentation to DFS when losses occur and follow-up as necessary to ensure all claims are resolved. Work with districts/offices to ensure timely submittal of all required claims documentation to ensure positive claims resolutions.

 

Monitors, monthly, the property pending file and incomplete property record reports for assigned districts/offices. Coordinate necessary communication and corrective actions to ensure pending file records are accurately updated within a maximum of 60 days from pending date for assigned districts/offices. Ensure that all property pending items for assigned Central Office cost centers are updated within 30 days of the pending date. Coordinate necessary communication and corrective actions to ensure that all incomplete property records are corrected within 30 days from the review date.

 

Assists with all activities relating to Federal Emergency Management Agency (FEMA) Project Worksheets (PW). This includes timely submittal of claims documentation to the Division of Emergency Management (DEM), monitoring Public Assistance (PA) website at least monthly for tracking the obligated PWs, compiling and completing Hurricane Insurance Spreadsheet to record status of claims resolutions from DFS and DEM, submitting the Request For Reimbursement for large projects, working with the districts/offices to obtain all required claims documentation, and assisting with FEMA Insurance Reconciliation and Project Close-Out.

 

Assists in Quality Assurance Reviews for assigned districts/offices.

 

Reports timely and accurate information to the Department of Management Services (DMS) for assigned programs administered through their agency. Compile and submit claims documentation to DMS when losses occur and follow-up as necessary to ensure all claims are resolved.

 

Assists in the preparation and presentation for all Property and Insurance meetings.

 

KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of basic governmental accounting principles and concepts. Knowledge of FLAIR. Skilled in obtaining information from and entering information into electronic accounting systems. Ability to communicate clearly and effectively and convey ideas both verbally and in writing. Ability to effectively work with all levels of employees. Ability to organize, maintain, review, analyze, evaluate, and report complex data. Skilled in the efficient and effective use of computer applications such as Word, Excel, PowerPoint, etc. Ability to plan, organize, and conduct activities independently and with minimal supervision. Ability to coordinate, attend and participate in meetings and quality assurance reviews at various locations throughout the State. Ability to work effectively as a team member (teamwork, open-mindedness, and a cooperative attitude). Ability to multitask and be flexible with the assignment of duties. Ability to exercise proper judgment. Ability to perform work in a timely, efficient, effective, and professional manner. Ability to perform duties under pressure and time constraints. Skilled in verifying the completeness and accuracy of data per requirements set forth in policy, rules and/or procedures. Ability to efficiently learn and apply new concepts. Ability to perform reconciliations and to research and resolve discrepancies. Ability to determine appropriate accounting entries for various types of property transactions.

MINIMUM QUALIFICATIONS: A bachelor’s degree from an accredited college or university with a major in accounting or four years of business- related work experience.
