1. Under general supervision, plans and coordinates the financial sections business operation:
• Prepares a complex set of General Account Ledgers for the operations and capital accounts for the Office of Mines and Minerals, maintaining control of grant tracking reports.
• Researches and compiles complex and confidential budget data and plans.
• Conducts fiscal analysis and cost benefit studies.
• Provides mentoring & training to new staff and cross training to staff to provide input and inquiry into the state accounting system.
• Prepares and balances Programmatic Time Draw Report for capital grant drawdown.
• Reviews and advises the Fiscal Officer on the feasibility and implication of proposed projects, procedures, and policies.
• Prepares and reconciles construction and administrative draws of federal funds from capital grants.
• Prepares deposit transmittals and maintains financial receipt journals.
2. Reviews federal grants and capital projects for compliance and State regulations:
• Reconciles federal grants and capital projects.
• Edits grant narratives.
• Prepares grants forms, including applications from extracted dates.
• Compiles grant package submissions for grants.
• Recommends transactions to solve deficit conditions.
• Prepares and/or assists with payroll projections
3. Independently prepares, examines, and analyzes monthly expenditure reports for the Office and Division supervisory staff:
• Tracks expenditures on spreadsheets and maintains files.
• Assigns reference numbers to purchase requests.
• Reviews fund balances.
• Audits vouchers for correct coding and funding source and entered into state accounting system for payment.
4. Monitors all cash flow for the Abandoned Mines Lands Reclamation Division:
• Advises staff of proper procedures and rules for the State Statutes, Comptroller’s Office and Central Management Services.
• Prepares or audits contracts.
• Assures timely processing of all documents.
• Manages petty cash account for the Office of Mines and Minerals.
• Completes deposit reimbursements, reconciles funds, and tracks all expenditures.
• Coordinates reimbursement payment and advises on allowable petty cash expenditures.
5. Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
1. Requires knowledge, skill, and mental development equivalent to completion of four years college, with courses in business administration and accounting.
2. Requires two years of professional experience in cost accounting, external auditing, budgetary planning and control of public accounting.
1. Three (3) years of extensive working knowledge of laws, rules and regulations relating to state or non- state accounting or auditing procedures.
2. Three (3) years of working experience preparing comprehensive accounting reports.
3. Three (3) years creating Federal Grant applications, Federal Grant tracking and reporting.
4. Three (3) years cost accounting experience
5.Three (3) years of experience with the State-wide Accounting system, or other government accounting software.
6.Two (2) years of experience reconciling Federal grants and capital construction projects

Office of Fiscal Management
The Office of Fiscal Management develops budgets, processing payroll, administers workers compensation, manages audits, collects and records cash and receivables, tracks inventory and assets, processes vouchers, and conducts procurements, and holds responsibility for monitoring much of the Department’s operations procedures, to include and review of fiscally related procedures to ensure compliance with all rules, regulations, and accounting standards.
