Cook County Offices Under The President Administrative Hearings Auditor Bureau of Administration Bureau of Economic Development Bureau of Finance Bureau of Human Resources Bureau of Technology Facilities Office of the President JOB SUMMARY Under the direction of the Director of Financial Control, performs complex comprehensive accounting for the Cook County Comptroller's Office as it relates to directing payroll preparation. Originates and prepares accounting, statistical and general operating reports for administrators while organizing and directing a variety of clerical services. Manages budget funds throughout the fiscal year. Establishes and maintains controls over the rate of expenditures; allocates funds to organizational units and programs; classifies all expenditures according to budget stipulations; and approves all expenditures in terms of availability and appropriate fund accounts. Prepares estimates and analysis from data secured from various organizational units for personnel, services, equipment and other requirements. Performs other duties as assigned. MINIMUM QUALIFICATIONS

  • Graduation from an accredited college or university with a Bachelor's Degree in Accounting, Finance or Business Administration is required. (Must provide original college/university transcript at time of interview)

  • Five (5) years of full-time work experience as an Accountant, Auditor or Financial Analyst is required.

  • Graduation from an accredited college or university with a Master's Degree in Accounting, Finance or Business Administration is preferred.

  • A Certified Public Accountant (CPA) is preferred.
KNOWLEDGE, SKILLS, ABILITIES AND OTHER CHARACTERISTICS Thorough knowledge of principles, methods and procedures related to general payroll and accounting standards. Familiarity with basic Federal Grant accounting practice and procedures. Ability to identify errors, inconsistencies and unlawful practices in payroll or financial records. Strong knowledge of Microsoft Office Suite. Ability to maintain control over payroll matters and operations. Skill in organizing information in a logical manner to support decisions. Ability to make independent decisions within accounting principles and management policies. Ability to organize projects involving financial systems and reporting activities. Strong ability to evaluate effectiveness of existing accounting and payroll systems to recommend changes or new installations to County departments. Ability to maintain an attitude of professional skepticism throughout an audit. Skill in the use and application of financial software programs with the ability to coordinate data management with the Bureau of Technology. Ability to communicate in both verbal and written formats to objectively and tactfully interact with departments in resolving difficult accounting and payroll issues.
