Job Summary

The Capital Accounting Analyst assists in the accounting and analysis of costs related to the Authority’s Capital Investment Plan (CIP). This position will be responsible for participating in federal grant management duties, fixed asset accounting and auditing processes for all capital projects. They will review capital payment voucher requests and develop appropriate lists of eligible payments; ensure accuracy of data on the Authority’s Capital Management System (CMS) and Financial Management Information Systems (FMIS); analyze monthly expenditure reports for appropriate billing of labor and overhead costs; assist in preparation of the Federal Financial Reports submitted quarterly to Federal Transit Administration (FTA) and other transit agencies. The Capital Accounting Analyst will assist in various monthly reconciliation process and an accounting analysis and will implement procedures for reviewing various Capital Accounting responsibilities (data verification, system reconciliation utilizing various computer systems), and ad hoc request related to capital projects

Duties & Responsibilities

  • Prepare computer input and journal entries for general ledger accounts.
  • Process adjustments and transfers, prepare various statements of cash expenditures, and reconcile these statements to other Authority or governmental outputs as required.
  • Establish and maintain records of federal funds requisitions/expenditures and input this data onto the computerized Capital Management System and Financial Management Informational Systems (FMIS).
  • Identify capital equipment purchases and dispositions to be tracked on Authority’s fixed asset database system.
  • Assist in the equipment inventory process, assign fixed asset codes to capital accounts, and assists in the reclassification of these costs to fixed asset accounting database records.
  • Assist in external audits that are required by different governmental agencies.
  • Respond to each inquiry, from customer, vendor, or co-worker in a courteous and professional manner.
  • Perform related duties and projects assigned.

Minimum Requirements & Qualifications

  • Bachelor’s degree from an accredited institution in Business, Accounting, or other related field.
  • Two (2) years of experience of detailed analysis experience in capital accounting and/or fixed assets accounting.
  • Effective organizational, analytical, record keeping, multi-tasking and time management skills.
  • Ability to use Word, Excel, Database, Financial Management & Reporting systems.

Substitutions Include

  • A High School Diploma or GED with an additional seven (7) years of accounting related experience substitutes for the bachelor’s degree requirement.
  • An associate degree from an accredited institution an additional three (3) years of accounting related experience substitutes for the bachelor’s degree requirement.
  • A master’s degree in a Business, Accounting, or other related field substitute for two (2) years of general experience.
  • A nationally recognized certification, or statewide/professional certification in an accounting related field substitutes for one year of experience

  • Ability to pass a Criminal Offender Record Information (CORI) check, comprehensive background screening, and medical Clinic screening, potentially including a physical examination and drug and alcohol screenings
  • Ability to work all shifts and / or locations assigned, directed, or necessary for this position, including (for some transit / operations roles) up to twenty-four (24) hours per day, seven (7) days per week as necessary to accommodate severe weather conditions, emergencies, or any other circumstances that may potentially impact service or the safety of service
