Position Summary:

Primary responsibility supporting high quality parent, family and community engagement and oversight of ERSEA (Eligibility, Recruitment, Selection, Enrollment and Attendance) ensuring that the agency complies with all regulations per applicable Performance Standards. Support, and provide resources and training to staff in the areas of parent, family, and community engagement. Support the FRS staff in the planning, coordination, and implementation of case management work with enrolled Head Start parents. Network and collaborate with the leadership team and professionals in the community. Provides leadership and accountability for designated areas.

Responsibilities

A. Coordination and oversight of high-quality parent, family, and community engagement for families.

A1. Work in collaboration with the Associate Director Parent, Family, and Community Engagement to develop, implement and refine UW Oshkosh’s family service approach in order to promote family outcomes that support children’s school readiness and well-being while ensuring approaches are coordinated, realistic and responsive to community needs and strategic priorities.

A2. Coordinate parent involvement activities, including supporting the implementation of parenting curriculum.

A3. Support the FRS staff in the planning, coordination, and implementation of case management work with enrolled Head Start parents.

A4. Develop and implement a staff and parent training plan in collaboration with other Head Start managers to meet assessed and expressed needs.

A5. Lead and implement special projects as needed.

A6. Implement program monitoring and submit regular performance reports that are sufficient and at regular intervals in order to maintain compliance with the Head Start Performance Standards and other State and Local requirements.

B. Participate in leading a team of professionals with a strong vision for quality in line with the mission and vision of the program and collaborate in the community.

B1. Provide training and support to staff to embrace change, resolve conflicts, and embrace quality initiatives. Develop, coordinate and participate in staff training relating to the changing needs of Head Start families. Increase staff knowledge of parent, family, and community engagement.

B2. Build a positive, caring and supportive relationship with staff through recognizing their existing strengths and capabilities and engaging them in reflective discussion regarding their growth and development.

B3. Coach and provide guidance to PFCE team members in order to strengthen staff capacity and move staff towards mastery in core competencies.

B4. Engage families in their child’s development by encouraging staff understanding of the importance of parental involvement.

B5. Collaborate in the community to advocate for children and families, stay abreast of community needs and services, network with other early childhood professionals and maintain community relationships to ensure UW Oshkosh Head Start is a viable referral point for community programs, agencies and school districts.

Collaborate with program leaders across the organization through professional communication, regular participation and contribution in program leadership meetings, and providing input to self-assessment, strategic plan, and community assessment. Meet regularly with the Head Start Executive Director, Associate Directors, Family Resource Specialists, family support services providers, and other staff as needed.

D. Coordination and oversight of eligibility, recruitment, selection, enrollment and attendance policy development, protocols, and monitoring.

D1. Audit eligibility of applicants and verify eligibility by reviewing documentation.

D2. Annual marketing and recruitment plan development that is designed to actively inform all families with Head Start eligible children within the recruitment area through a variety of methods including brochure development, outreach events, community networking, participation in community events, coordinating with local public schools, connection to other public service agencies.

D3. Selection criteria reviewed annually utilizing community assessment, PIR and self assessment to identify trends and/or changes in community that impact the children and families we serve.

D4. Ensure all funded slots for the program are filled in a timely manner. Submit monthly enrollment reports on Head Start Enterprise system (HSES).

D5. Oversee monthly review of attendance. Attendance Variation and Extended Absence requests reviewed and Director approval sought. Train FRS on attendance entry.

D6. Support understanding of custody and other legal documentation and ensure appropriate records are attained during enrollment.





Qualifications



Required:

  • Bachelor’s degree in Social Work or related field

  • Experience in leadership, management or supervision

  • Experience with low income children and families

  • Experience leading or mentoring effective high quality child/family services.

  • Experience working with a variety of constituencies to build collaborative relationships

  • Proficient in Microsoft Word, PowerPoint and Excel

  • Commitment to diversity, equity, and inclusion


Preferred:

  • Master’s degree in Social Work or related field.

  • Three or more years experience in management or supervision

  • Three or more years of experience with Head Start performance standards relating to Parent, Family, Community Engagement or Program Governance or ERSEA (Eligibility, Recruitment, Selection, Enrolment, Attendance)

  • Knowledge of and at least three years experience using a participant data system (like Child Plus)

  • Experience implementing family education and/or parenting curriculum

  • Experience working with Child Protective Services, child custody, or school homeless liaisons

  • Familiarity with ethnic background and heritage of families in the program and the culture of low-income families and the issues of homelessness
