Summary Serves as an Administrative Assistant to the Nurse Operations Department Deputy ADPCS and is supervised by the Chief Nurse of Operations Deputy ADPCS at the James A. Haley VA Medical Center. The incumbent is responsible to perform administrative functions that include budget, finance, space planning, management Nursing Operations' personnel, general administrative management, and is an essential member of the Operations team. Responsibilities Duties include but not limited to: Plans, coordinates, and carries out administrative work projects/tasks of a time critical and complex nature. Coordinates between multiple departments to effect change and improve processes. Tracking employee performance evaluation/proficiency due dates and coordinates timely submission. Participates in administrative planning and management of yearly Staffing Methodology program and report creation. Coordinates requirements for budgeting and financial management working with Chief Nurses to ensure the budget prepared accurately fits the needs of each department and/or project area. Utilizes advanced knowledge of VHA databases, such as VSSC, EDIS, BMS, VISTA, and DSS in order to complete analyses of the JAHVH, particularly as it relates to efficiency and productivity. Independently assesses databases to analyze data pertinent to healthcare operations and forms teams and workgroups of subject matter experts to participate in these analyses. Prepares complex reports that vary in diversity and depth for VHA, which contain sensitive data pertaining to the operation of the healthcare system, such as quality indicators, financial indicators, and personnel indicators. Prepares monthly staffing vacancy report to nursing leadership. Knowledge of the space needs of Patient Care/Nursing Services and stays abreast of trends in design of hospital and healthcare organizations, VA space guidelines for the design of healthcare organizations, and applies this knowledge in various venues to ensure adequate space is allocated to support operation of the system from a Patient Care/Nursing perspective. Drafts correspondence, recommendations, reports, and memoranda related to management and administrative programs and issues. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/16/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education s described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: assist in coordinating the functions of administrative services within an office; assists in managing budget activities; accesses VHA databases to analyze data healthcare operations; assists with preparing letters, reports and presentations related to management and administrative programs; recommend space utilization to support Patient care/Nursing services operations. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: business administration, general administration, or public health administration. (Note: You must attach a copy of your transcripts.) OR, Combination: Applicants may also combine education and experience to qualify at this level. A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. (Note: You must attach a copy of your transcripts.) You will be rated on the following Competencies for this position: Data Management Financial Management Interpersonal Skills Planning and Evaluating Strategic Thinking Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Physical demands are limited to standing for extended periods of time, walking, lifting of lightweight items, such as books and paper, typing, filing and using the computer. The majority of work involves sitting at a personal workstation. The incumbent will have extensive use of the telephone, face-to face interactions, etc. as means of communication.
