Summary The Kansas City VA Medical Center is seeking a highly qualified Administrative Officer to work in the Emergency Department. Responsibilities Duties include but are not limited to: Budgeting/Fiscal Management (25%) Provides for the budgeting and fiscal management of Emergency Department and Tele EC. This includes budget formulation, justification, execution, and financial reporting. Develops life cyclecost analyses of projects and performs economic evaluations of current or projected programs. Prepares cost/benefit analysis that enable executive management to make informed decisions regarding the Service's activities. Provides advice to the Chief, Emergency Department, on budgetary and finance issues. Participates with Chief in reviewing Service needs, plans, and goals to develop budget data and justification for review and approval. After budget has been approved, directs execution. Monitors balances and status of projects and recommends and justifies redistribution of funds as needed. Responsible for Emergency Department and Tele EC Fund Control Points and DSS labor mapping information. Reviews fiscal management provided financial reports and resolves Service Line discrepancies with the appropriate accounting offices. Assures that all expenditures are properly authorized and documented Equipment Procurement/Contracting (25%) Manages procurement and contracting for the Emergency Department and Tele EC. This may include preparing procurement requests, acting as a contracting office representative (COR) for procurements, and/or maintaining procurement and contracting records. Initiates and prepares contract documents to secure adequate resources to facilitate operations which include, but are not limited to determining costs, performing cost analysis, soliciting bids, writing sole source justifications, and communicating both orally and in writing with contractors, Facilities Management Service regarding construction processes and changes, and EMS regarding Service Line agreements. Prepares and reviews purchase orders for supplies and nonexpendable property such as equipment, to include specialized equipment necessary for the effective functioning of the Service. Collaborates with IT to ensure all computer hardware and software is current and able to support the Service Line. Exercises authorizations for obligation and expenditures of funds. Maintains inventory records for surgical and processing equipment. Personnel Administration and Management (25%) Directs the personnel management program for Emergency Department and the Tele EC. Responsible for the supervision of the Program Support Assistant. Acts as the liaison with the Human Resources Office concerning personnel-related matters. Provides advice and assistance to the Chief, Supervisors, and staff concerning Federal and Agency personnel processes and procedures. Assists in projecting staffing needs using staffing methodology for each section, writing position descriptions, developing job analyses, preparing performance plans, and tracking annual performance appraisals. Monitors fee basis providers to assure compliance with Fee Basis Physician regulations. Reviews, analyzes, and interprets incoming requests and recommends appropriate action or suggests appropriate alternatives based on knowledge of internal operations, Agency personnel policies, budgetary constraints, and work priorities. Arranges interview panels and contacts prospective candidates for interviews. Brings to the attention of the Chief, Emergency Department, problems that require Agency Human Resources Office intervention or correction. Provides orientation packets including orientation manual for new staff, working closely with the Education Department. Keeps the Chief informed of the status of ongoing personnel actions. Provides advice on solving complex personnel-related problems. Provides timekeeping support. Performs PIV sponsorship duties for Emergency Department and Tele EC. Administrative Management (25%) Provides for the overall administrative management for Emergency Department and Tele EC. This may include interpreting National and facility policies, developing and implementing local policies, defining administrative requirements, and/or providing advice to management on related issues. Performs administrative management requirements for all sections of the Service. Applies new policies, provides advice on requirements, maintains administrative systems, and prepares administrative documents. Knowledgeable of the VISTA CPRS, EDIS, EPASS, WEBVRAM and EMMT and assumes ADPAC duties. Retrieves and provides data relevant to Emergency Department and the Tele EC from available resources: VSSC, Data Warehouse, National Emergency Medicine Office, etc. Maintains all documents and records in the Department and Tele EC Quality Management System using ISO 9001 standards. Monitors all requests for space, equipment repairs, keys, work orders, phones, computer access, etc. Gathers and compiles statistics for necessary reports. Requirements Conditions of Employment Duties continued: Participates in planning and development of recommendations for changing program policies and procedures that will improve delivery of services. Attends the Director's Morning Report in the absence of the Service Chief and follows-up on issues as assigned by members of the Executive Leadership. Ensures all action items and assigned reports are complete, timely, accurate and coordinated through the proper chain of command for approval and release by the Medical Center Director. Work Schedule: Full-Time, Monday - Friday, with rotating shifts, may include nights and weekends (May be discussed during the interview). Virtual: This is not a virtual position. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Interpreting, developing and implementing policies, preparing reports, managing or directing all budget matters, human resource issues, public relations, interpretation and implementation of Health Care Management Systems, business operations, and developing long and short-term strategic planning goals.
