Summary This position is organizationally under Facilities Management Service (FMS), and the incumbent works directly for the Chief of Facilities Management Service and serves as Administration Officer for Occupational Safety Service. Responsibilities Direction/Long-Range Planning - 25 percent Develops both long and short-range policies and plans for the division by coordinating the administrative needs of the organization for which accountable. Plans and supports committees and data collection and reporting for Strategic Objectives and Performance Improvements program. On major issues they define the goal to be met, envision alternative policies, recommend courses of action and implements the chosen alternative. The policies and procedures dealt with are for all of the various aspects of the division including budget and fiscal management; supply, service and equipment procurement, personnel and workforce utilization. Personnel Administration and Management Work - 25 percent Researches and/or analyzes program issues and requirements. Based on changing operational and program requirements, identifies relevant issues and provides expert analysis and advice on complex program issues. Collects and assesses relevant information from many varied sources, some of which may be difficult to access, to make strategic recommendations. Researches and/or analyzes unstable or complex program issues. Plans and/or accomplishes special projects and programs. Administers programs concerning position management and man-power utilization. Provides expert technical advice to managers and staff on federal and agency personnel processes and procedures, assists supervisors in projecting staffing needs, writing position descriptions, developing job analyses, preparing performance plans and appraisals. Incumbent provides guidance to Supervisors and Chief's concerning labor relation issues and drafts disciplinary and adverse actions. Develops status reports or response materials for the Chief for higher- level attention, review or signature. Incumbent ensures that the office adheres to reporting requirements at all levels. Provides for the overall administrative management for the organization. This may include interpreting administrative policies; developing and implementing local policies; defining administrative requirements; and/or providing advice to top management on related issues. Budget Guidance and Financial Management - 25 percent Incumbent is responsible for formulation and execution of annual budget including salaries, VAPORHCS utilities (to include all CBOC locations), travel, supplies, equipment and all other general operating expenses. Manages fund control points, procurement and contracts. Develops Statements of Work and contracting packages. Within six months of accepting position, employee is certified as a Contracting Officer's Representative and maintains this certification. Develops monthly and quarterly ceilings while maintaining running control of funds to ensure that accounts are within authorized levels. Participates with management in defending the budget before senior level management. Reviews and negotiates adjustments in support of major program changes or requirements. Prepares and assemble charts, data, reports, narrative and statistical materials that are provided for justification for the budget. Monitors for and reports trend surpluses/deficits. Manages budget for, and monitors Compensated Work Therapy staff to advise division managers of available resources. Incumbent has overall responsibility in ensuring all building services contracts to the two medical centers, ten CBOC's and CRRC are obligated and purchase order numbers assigned. Supervisory Responsibility - 25 percent Provides direct supervision to employees performing a variety of administrative support duties supporting Facilities Management Service and Occupational Safety Service. This responsibility includes development of performance standards, writing position descriptions, evaluating work performance, providing advice, counsel or instruction to employees both on work and administrative matters and initiating disciplinary actions when necessary, Hears and resolves complaints from referring group grievances and more serious unresolved complaints to a higher-level supervisor or manager. Plans work to be accomplished, sets short and long-term goals; assigns work based on priorities; instructs employees on work and administrative matters, initiates recruitment actions, interviews and selects new employees, obtains resources for continuing education of employees and determines their training needs. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Extensive knowledge of a full range of functional areas such as human resources, purchasing, supply and property management, records management, financial management, budget; VA handbooks, regulations, policies, procedures, laws, precedents and accrediting body standards; Ability to identify problem and potential problem areas based on daily observance or studies; Analyze and measure the effectiveness, efficiency, and productivity of administrative programs; and develop written and oral recommendations for improvement; Develops and recommends ways to improve the effectiveness, efficiency, and timeliness of work operations; workload measurements, computer utilization including expertise in word processing, spreadsheets, databases and graphic programs, and other software applications. NOTE: Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. To qualify based on education for this grade level you must have successful completion of a Ph.D. or, equivalent doctoral degree or, 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.
