Summary The primary purpose of the position is to service as Administrative Officer (AO) for the Environmental Service (EMS) and is responsible for the coordination and monitoring of all EMS administrative programs. The AO functions as an extension of the Chief/Assistant Chief and EMS professional staff as well as other service lines in explaining the service policies and assisting staff in implementing them. Responsibilities The Hershel "Woody" Williams VA Medical Center serves southwestern West Virginia, southeastern Ohio, and eastern Kentucky. Facilities include our Hershel "Woody" Williams VA Medical Center in Huntington, and four community-based outpatient clinics in Lenore and South Charleston in West Virginia, Gallipolis, Ohio and Prestonsburg, Kentucky. Our primary affiliation is with the Marshall University Joan C. Edwards School of Medicine. In addition to our medical residency program with Marshall University, we have more than 30 training programs in over 20 health care fields, including dentistry, optometry, medical laboratory technology, pharmacy, and social work. Partnership with Marshal University Joan C. Edwards School of Medicine is established to conduct research to discover knowledge, develop VA We currently conduct more than 220 active research projects. Major areas of research include: Infectious disease Autoimmune disorders Cardiology Hypertension Diabetes Schizophrenia Hematology Surgery Oncology The primary purpose of the position is to service as Administrative Officer (AO) for the Environmental Service (EMS) and is responsible for the coordination and monitoring of all EMS administrative programs. The AO functions as an extension of the Chief/Assistant Chief and EMS professional staff as well as other service lines in explaining the service policies and assisting staff in implementing them. Responsibilities of the position include areas of coordination of surveys and reports, performance improvement activities, policy development, budget and financial management, procurement and contracting, statistical and other administrative functions. Duties include and are not limited to the following: Oversee and facilitate administrative management for the service Develops plans, issues, and implements procedures to comply with directives concerning administrative matters. Act as the Liaison with human resources office and staff concerning personnel related issues as well as provide advice and assistance to managers and staff concerning agency personnel processes and procedures. Participates and assists with the planning for budgeting needs, financial management, budget formulation, justification and execution. Provides advice to management as well as managing budget formulation and execution for ta changing budget of administrative expenses involving different funding sources. Aids management with preparing procurement requests, evaluating proposals, acting as the COR for procurements and/or Maintaining procurement records. Assist in the initiation and preparation of procurements to secure adequate resources to facilitate operations which may included determining appropriate costs , performing cost analysis, soliciting bids, writing sole resource justifications and communicating both orally and in writing with vendors and or contractors.
