Introduction
The Associate Vice President for Administration (AVPA) reports to the Vice President for Administration (VPA). As the senior Associate Vice President within the Office of the Vice President of Administration, the position serves as the full deputy with responsibility to perform the duties and responsibilities of the VPA in the event of the VPA's absence and to otherwise collaborate with the VPA in the leadership, management, operations, and administration of the Office of the VPA. Further, the AVPA is responsible for providing senior level leadership and direction in designing systems and procedures to manage the system wide policies, procedures and delegations of authority; for assisting the VPA with planning, directing and coordinating the functions of the Manoa Campus Services units, the System's procurement management, capital improvement and project delivery; human resources, risk management, communications, systems integration, institutional equity, emergency management, and sustainability programs serving the entire system and its campuses. Under the VPA, the AVPA also provides leadership and direction for Manoa’s campus planning, construction, and facilities operation, maintenance and business administration.
Duties and Responsibilities
Conceives, plans, directs and coordinates the system wide planning, organization, management and control of the University-wide policies procedures, delegations of authority and other associated administrative documentation involving the organization of related policies and procedures, the systematic and recurring review and revision of policies, and the conduct of training of executives, managers and other users on revisions.
Assists the VPA in directing the planning, organization, management and control of all functions that fall under the Vice President for Administration, with specific regard to University-wide procurement, strategic sourcing, human resources, risk management, capital improvement and project delivery; communications, systems integration, institutional equity, sustainability programs, and other assigned function areas. Also assists in the management of Manoa’s campus planning, construction, and facilities operation and maintenance programs and business office. Furthermore, this responsibility includes directing the management of day-to-day operations of over 650 subordinate professional, technical, administrative, clerical, and blue-collar employees.
Initiates studies and analyses of operations, policies, procedures and practices for purposes of the development, review, evaluation and implementation of major policies and procedures to enhance operations while ensuring compliance with federal and state laws, rules and regulations, as well as Board of Regents' and Executive policies, relating to functional areas assigned.
The AVPA reports to the VPA, as the full deputy within the Office of the Vice President of Administration with responsibility to perform duties and responsibilities of the VPA in the event of the VPA's absence and to otherwise collaborate with the VPA in the leadership, management, operations, and administration of the Office of the VPA.
Provides leadership in developing, implementing and assessing the administrative infrastructure of the University with emphasis on enhancing strategic planning and the development of policies, procedures and practices supportive of the University's efficient and effective operations while ensuring compliance with applicable governing laws, rules, and regulations.
Represents the University and VPA in state-wide administrative matters before various internal and external stakeholders and groups, as well as before the State Legislature, and Federal, State, and City & County agencies. Drafts legislation and testifies before the State Legislature and other elected and appointed officials.
