Description Asst VP Financial Oper-ADMIN 999253 Department Overview: Financial Operations resides within the division of finance and operations. It is responsible for the oversight of all aspects of the fiscal operations of the university. This includes the development and monitoring of the internal financial controls necessary to ensure compliance with all applicable laws and policies. This department is responsible for maintaining the financial records of the university and the preparation of the various financial statements and reports subject to audit. Financial Operations also provides critical data and insight in support of the institution's financial planning and budgeting process. Position Overview: Direct an organization's activities to execute operations, achieve strategic goals and increase efficiency. Collaborate with senior leadership to coordinate activities or resolve problems. Analyze operations to evaluate performance of the institution, division or department in meeting objectives or to determine areas of potential cost reduction, program improvement, or policy change. Direct, plan, or implement policies, objectives, or activities of organizations or businesses to ensure continuing operations, to maximize returns on investments, or to increase productivity. Review reports submitted by staff members to recommend approval or to suggest changes. Appoint department heads, faculty or managers and assign or delegate responsibilities to them. May develop strategies to achieve educational goals and objectives. Department Specific Essential Job Functions:
  • Coordinates and supervises the following functions: Accounting, Audits, and Grants Administration.
  • Works to ensure and enhance the accuracy and efficiency of these functions.
  • Guides financial decisions by establishing, monitoring, and enforcing financial policies, procedures, controls, and reporting systems.
  • Provides status of financial condition by collecting, interpreting and reporting financial data.
  • Prepares special reports by collecting, analyzing, and summarizing information and trends.
  • Assists with the budget preparation by establishing schedules, collecting, analyzing and consolidating financial data: recommending plans.
  • Complies with federal, state, Oklahoma State Regents for Higher Education, and the Regional University System of Oklahoma requirements and policies by studying existing and new policies, anticipating future policies, enforcing adherence to requirements, filing financial reports, and advising executive leadership on needed actions.
  • Provides assistance and counsel to the Vice President for Finance and Operations and other executive administrators on campus as well as the RUSO office and system.
  • Undertakes special assignments at the request of the Vice President for Finance and Operations.

Scope and Impact: The Assistant Vice Presidents lead multiple/complex/highly impactful departments or activities within a division. Budget Authority : Has overall responsibility for fiscal planning and management for functions within scope. Has delegated signatory authority for certain documents. Policy and Procedure Authority : Has delegated authority to implement policies/procedures within area of responsibility. Has ability to grant exceptions to policy. Supervisory and Team Leadership Responsibility : Assistant Vice Presidents typically supervises directors, managers, professionals and individual contributors. Provides overall leadership and direction for assigned activities/functions. Works through managers and professionals to accomplish goals. Coordinates and integrates functions within her/his scope. Effective Knowledge : Aligns divisional/departmental goals with overall UCO and campus strategy. Reviews institutional policy and federal regulations on an ongoing basis. Contributes through advanced knowledge, skill, and expertise. Problem Solving and Judgment: Develops and implements solutions to highly complex problems that may have cross-unit impact. Establishes precedents for solving new problems. Determines intent of guidelines and policies. Develops and implements solutions that have strategic impact on the University. Communication and Interaction: Represent their departments on cross-functional teams. May have responsibility for external relations and communications with stakeholders. Qualifications/Experience Required: Master's degree in field or equivalent experience with a proven discernible record of successful experience in administration, accounting, and finance. Ten plus (10+) years of organizational leadership with experience in managing processes, developing standards, tracking budgets, financial planning and analyzing information. Experience Preferred: CPA preferred but not required. Experience with enterprise and financial software such as Ellucian Banner. Experience in higher education administration. Knowledge/Skills/Abilities : Strong interpersonal/human relations, leadership and communication skills. The ability to work effectively with a wide range of constituencies in a diverse community. Program planning ability. Knowledge and skill in organizational management, process engineering, and financial planning and management and establishing priorities. Strategic knowledge and understanding of the business development needs, opportunities, and constraints of a major public institution of higher education. Ability to analyze and interpret business data and formulate effective business strategies and procedures. Knowledge of the structure and operations of university support services. Knowledge of project management principles, practices, techniques, and tools. Demonstrated leadership, employee development and management skills. Ability to supervise and train employees, to include organizing, prioritizing, and scheduling work assignments. Experience with and knowledge of personal computer applications. Excellent strategic thinking and planning skills; ability to serve as an articulate spokesperson for the University.
