Description SPECIAL INTERNAL / EXTERNAL TYPE OF APPOINTMENT ISSUED: This position is included in the Educational Officers' Bargaining Unit and will be filled as a clear line appointment. A WRITTEN EXAMINATION/ASSIGNMENT MAY BE ADMINISTERED TO HELP DETERMINE POSSESSION OF THE KNOWLEDGE AND ABILITIES PORTIONS OF THE MINIMUM QUALIFICATION REQUIREMENTS. Examples of Duties Under the general supervision of the Assistant Superintendent of the Office of Facilities and Operations the Auxiliary Services Director: Administrative Activities: Maintains management controls over operations of the assigned programs and responsibilities to ensure that planned levels of accomplishment are attained. 1. Determines strategic direction of the Branch and oversees all program activities to ensure performance in accordance with prescribed direction, policies, and procedures. 2. Accompanies or represents the Assistant Superintendent of OFO in meetings with the Superintendent, Board of Education, legislative hearings, and other civic and community groups on accountability matters. When directed, may represent the Assistant Superintendent of OFO in his/her presence on matters concerning other OFO branch functions. 3. Confers with high-level administrative and technical personnel in the DOE and other state/county agencies to facilitate accomplishment of program requirements. 4. Prepares testimony and replies to all inquiries from the Governor, Legislature, or other agencies and individuals. 5. Directs the development and conduct of various administrative staff services, including the formulation of policies and business management procedures, standards, and controls. 6. Coordinates and reviews effectiveness of program plans. Evaluates and makes recommendations on corrective actions to the appropriate levels of management to address reported deficiencies in meeting program requirements. 7. Provides technical consultation to improve school and program performance in meeting standards and objectives related to the Branch functions. 8. Directs the analysis of data for decision-making purposes on accountability controls, including budget and internal control measures. 9. Directs management analyses, including methods and procedures studies, personnel staffing requirement reviews, organizational analyses, statistical analyses, development of appropriate reorganization proposals, and management advisory services. 10. Administers the procurement, installation, and maintenance of data processing and office automation systems, hardware, and software to support OFO functions. Supervisory Activities: Supervises and instructs subordinate supervisors and non-supervisory personnel in order to achieve planned objectives. 1. Plans, directs, coordinates, and reviews the work of the Project Control program for program responsibilities, including general management assistance, operating budget preparation and execution; program control; financial management; obtaining project funding and providing current and final project costs; tracking of projects; and processing and preparing contracts 2. Plans, directs, coordinates, and reviews the work of the Reprographics Section for program responsibilities, including planning, designing, preparation, printing, and distribution services to all schools and State and District Offices in the DOE. 3. Plans, directs, coordinates, and reviews the work of the School Support program to ensure the achievement of the Department and schools' compliance with energy conservation programs and standards set by stature and Board of Education policy, the DOE playground program, the DOE mail distribution program, and the DOE's student related furniture purchasing program. 4. Plans, directs, coordinates, and reviews the operating budget requests of subordinate supervisors and oversees expenditure of operating funds. 5. Reviews and takes action on recommendations for promotions, transfers, demotions, and other personnel actions; interviews and selects persons to fill unit vacancies after consultation with subordinate supervisors; schedules and approves annual leaves; and evaluates performance of subordinate supervisors and reviews their ratings of the staff. 6. Instructs subordinate supervisors on methods to be employed in resolving program problems; interpreting law or changes in the law, rules, regulations, policies and procedures; and solving program matters. 7. Supervises preparation of or writes position descriptions for all positions in the branch and initiates, prepares, and submits documents for personnel actions. 8. Establishes work performance standards for positions under his/her immediate supervision, rates their job performance and discusses ratings with incumbents in order to meet state requirements and to improve performance. Technical Responsibilities: Furnishes information, orally and in writing, on announced program information, policies, procedures, and official interpretations of state laws and regulations as they relate to the Auxiliary Services Branch programs to ensure compliance with governing laws, regulations, directives, and procedures. Serves as the educational subject matter expert for OFO, conferring with school and complex area administrators, educators, and staff. Serves as OFO electronic procurement (HePS) administrator. Performs other related duties as assigned. Minimum Qualifications Education : Graduation from an accredited college or university with a bachelor's degree in business administration with coursework in management, decision sciences, or related field. Experience : Nine (9) years of responsible professional work experience in auxiliary services operations or related field of which five (5) years shall have been in an education program, agency, or system including two (2) years of supervision of professional staff. Experience Desired : Five (5) years of progressively responsible work experience in one or more of the fields of procurement, building maintenance, construction, capital improvements planning, and contract administration. Combined Education and Experience : An equivalent combination of education and experience may be acceptable, as determined by the Department. Substitutions can be considered for the requirement of experience in an education program, agency or system. License/Certificate : Possess a valid driver's license to operate a motor vehicle in the State of Hawaii. Knowledge : Effective communication and leadership principles; change management and organizational behavior; operations and productivity management; basic research methods and statistics; budget preparation and execution; laws, rules, regulations and administrative procedures pertinent to the areas of assignment; principles and practices of supervision and management. Knowledge Desirable : Applicable State laws, departmental rules and regulations, policies and procedures relating to construction, budgeting, procurement; general principles of management, supervision, and public relations; basic understanding of the Standard Practices of the Auxiliary Services Branch, Facilities Development Branch, and Facilities Maintenance Branch, OFO Capital Improvement Program. Ability to : Manage auxiliary staff services, functions and activities; deal effectively with federal, state, county and departmental officials and others to accomplish program goals and objectives; communicate effectively with others both orally and in writing; operate computer and other business machines. Abilities Desirable : Supervise the work of others and/or instruct staff as appropriate; prepare reports; evaluate effectiveness of programs to recommend direction or priorities to achieve program goals and objectives; improve and implement programs and procedures; assist districts, complexes and schools in the coordination and implementation of the programs. Supplemental Information NOTE: Department of Education employees will be placed on the salary range in accordance with Department regulations. All new external applicants will be placed on the initial step of the salary range. However, placement above the initial step of the salary range will be based on special characteristics and critical needs of the position, an applicant's exceptional qualifications, the availability of funds, and other relevant factors.   • Temporary Disability Insurance: Qualified employees may be eligible to receive benefits for a disability caused by a non-work related injury or illness under this program.
  • Social Security: As an employer, the State also contributes to an employee's social security account.
  • Workers' Compensation: If an employee is injured while on the job, benefits covering medical expenses and partial wage support may be available through workers' compensation.
  • Union & Collective Bargaining: Employees have the right to join the union for collective bargaining with the State and employee representation. Some employee unions provide discounts, insurance and other opportunities. Employees may also decide not to join a union, however, employees are required to pay union service fees unless the employee's job is excluded from collective bargaining.
