For more information, go to: The Executive Director’s Office (EDO) exists to manage and supervise the activities of the divisions within the Department in the development, preservation, and enhancement of Colorado’s natural resources for the benefit and enjoyment of its citizens - both now and into the future. Department of Natural Resources, Executive Director's Office This position is located in the Executive Director's Office of the Colorado Department of Natural Resources. EDO exists to guide and supervise the activities of the eight Divisions within DNR in the development, preservation and enhancement of Colorado’s natural resources for the benefit and enjoyment of its citizens – both now and in the future. The Human Resources Office (HRO) provides professional and technical human resources services for the department and its divisions. This includes employee selection, job evaluation/compensation, benefits administration, leave management, training, performance management, employee relations, risk management, personal services agreements, records management, and consultative services. The HRO ensures that human resources activities are administered in compliance with constitutional and statutory provisions as well as rules and procedures promulgated by the State Personnel Board. Description Of Job OPEN ONLY TO CURRENT RESIDENTS OF COLORADO This position serves as the DNR FMLA, Benefits and Wellness Administrator, which includes managing the employee benefits and wellness programs. Is responsible for delivering quality of services to the Department of Natural Resources and its divisions. This position also functions as the Department’s ADA Coordinator, FMLA, and back up for worker’s compensation claims, short-term disability claims and training functions. This position is recognized as a staff authority for DNR and its 1,500 permanent and 1,000 temporary employees on employee benefits and the Americans with Disabilities Act As Amended. Benefit And Wellness Administrator Specific position duties include but are not limited to: This position is the department’s primary source of information and staff authority related to employee benefits including the distribution of information.
  • Coordinates open enrollment, conducts informational meetings and explanation of benefits.
  • Manages employee accounts in Benefitsolver.
  • Researches and interprets Federal and State policies, procedures, and regulations for eligibility, enrollment, termination of benefits, and life event changes
  • Provides liaison between employees and insurance providers to facilitate information sharing, and resolve problems and disputes.
  • Serves as liaison for employees with State Benefits Unit, Central Payroll, DNR Payroll
  • Creates wellness programs for employees and shares information with Division offices to incorporate programs into their organization.
  • Creates and upkeeps agency benefit manual/guidance.
  • Manages the random drug testing process for DNR's Commercial Driver’s License (CDL) drivers
Relief For Training, Worker’s Compensation, And Disability Cases Acts as a back-up to the FMLA, worker's compensation, and leave coordinator.
  • Determines when to appeal a claim in light of violation of process, rule, or law
  • Determines and communicate eligibility for protected leave under FMLA
  • Determines when employees become responsible for payment of State share of benefit premiums based on exhaustion of protected leave and paid time
ADA Coordinator Applies the Americans with Disabilities Act as Amended (ADAA) when employees request reasonable accommodations under the Act. This position serves as the Department’s ADA Coordinator for Title I (employment) and Title II (access).
  • Involves both supervisor and employee in discussions on reasonable accommodations, and determines what reasonable accommodations are for the Department.
  • Determines when to involve field personnel in interactive discussions for reasonable access accommodations to State property.
  • Must maintain current training in recent ADAA procedures, including State and DNR procedures.
Fmla - Famli Serves as Family Medical Leave Act, FAMLI, and relief Short-Term Disability Specialist for the Department.
  • Advises employees and supervisors regarding laws, rules, technical guidance, forms, courses of action and processes related to Family Medical Leave.
  • Tracks leave associated with Family Medical Leave, monitors return-to-work and ensures required forms and requests are completed and received.
  • Collects and analyzes legal case data to determine trends that can be addressed by additional supervisory training or distribution of information throughout DNR
  • Prepares initial drafts of prehearing statements and briefings for legal counsel representing the Department before the State Personnel Board

  • Current or former State experience relevant to this position
  • Experience in benefit administration, to include medical, dental, life, leave, and retirement.
  • Comprehensive knowledge and experience with the ADAAA, including Title I and Title II.
  • Familiarity with the Family Medical Leave Act, FAMLI and workers’ compensation laws.
  • Ability to think ahead, plan long-term decisions, and anticipate outcomes.
  • Excellent facilitation, presentation, and communication skills, both written and oral.

  • This is a Hybrid position - Work is primarily performed from a home office, however the selected candidate will at times report to the office at 1313 Sherman Street - Denver, CO or other locations for meetings, trainings and projects as directed by the supervisor.
