Job Description - Branch Operations and Accessibility Analyst

Job Description and Duties

The California Department of Social Services (CDSS) Legal Division is recruiting to fill one permanent full-time Staff Services Analyst/Associate Governmental Program Analyst (SSA/AGPA) position in the Administrative Legal Services Branch (ALSB).

Under direction of a Staff Services Manager I (SSM I), the SSA/AGPA performs administrative analytical duties including recruitment and position control, research and ad hoc projects, vacancy reports, and organizational charts. The SSA/AGPA serves as the Branch Accessibility Representative in support of the Department's compliance with AB 434. The SSA/AGPA also acts as the liaison to support internal software and systems. The SSA/AGPA reviews, researches, creates, maintains, develops, and assists in the implementation of policies and procedures. The SSA/AGPA collects, analyzes, and presents data, and attends various meetings as a division liaison.

This position will also be assigned special projects and may provide back-up assistance to other administrative analysts within the ALSB. The selected candidate must possess a high degree of sound judgment and initiative, have the ability to analyze accurately and communicate effectively, and must have an aptitude for research and quickly adapting to changing priorities.

Working Conditions

This work location is very convenient!  The CDSS is located two blocks from the light rail and public transportation: within walking distance to the State Capitol, parks, restaurants, farmer’s markets and the Golden 1 Arena. Our building has easy access to I-5, Highway 50, and Highway 80.

This position may be eligible for hybrid telework under California Government Code Section 14200 for eligible applicants residing in California. All telework schedules are subject to change and may be reevaluated at any time. Specific telework arrangements may be discussed in more detail with the respective hiring manager. Telework does not change the terms and conditions of employment, the essential functions of job duties, or required compliance with the Department of Social Services policies. Headquarter location will be designated based on the selected candidate's primary residence location, and/or the closest CDSS location.

The SOQ must be clearly titled and should not exceed two pages in length, using no smaller than 12-point font. The SOQ is a narrative discussion of the questions listed below. It will also serve as documentation of the candidate’s ability to present information clearly and concisely in writing. Application packages received without a SOQ will not be considered. A resume and cover letter are encouraged, but are not required.

The selected candidate will be subject to a criminal record background check clearance by the Department of Justice and the Federal Bureau of Investigation. Appointment is subject to state civil service SROA/Surplus policies and procedures.

Training and Development assignments may be considered based on the availability of eligible candidates and are subject to approval by the Hiring Authority prior to appointment. Training and Development assignments are temporary in nature and shall not exceed twenty-four (24) months.

Candidates who reside outside of the State of California may be admitted to the job interview, but they must provide proof of residence in California prior to being eligible for appointment.

• Knowledge of AB 434 state and federal requirements.

• Experience with project management.

• Flexibility in changing priorities and meeting deadlines.

• Excellent customer service skills.

• Ability to research, analyze, and use creativity in problem-solving.

• Ability to quickly grasp new technologies and programs such as GovQA and SimpliGov.

• Experience assisting with trainings and ensuring training compliance standards.
