Position Overview

Subject to management approval, directs and coordinates the activities and functions of the Bureau, in conducting a comprehensive program of fiscal and administrative compliance monitoring, including fiscal and administrative on-site reviews and desk audit reviews, of grants and contracts with community service grantee-providers for the Department. Manages and directs the development of the on-site monitoring and desk audit review protocols and programs, the selection, development and training of compliance monitors and audit desk reviewers. Develops and implements policy and procedures for all contract compliance activities. Manages and directs the functions of the Departments Financial and Cost reporting Unit staff responsible for annual Department and State of Illinois Grant Accountability and Transparency Act (GATA) fiscal and administrative reporting requirements per State and Federal Guidelines. Serves as primary point of contact and resource for the Department’s contract compliance. Serves as a full-line supervisor.

Job Responsibilities

  1. Subject to the approval of the Chief Accountability Officer, acts as policy making official; participates in determining department policies which focus on objective or states principles to control actions toward operating objectives.
  2. Serves as a full-line supervisor; assigns and reviews work; provides guidance and training to assigned staff; counsels staff regarding work performance; reassigns staff to meet day-to-day operating needs; establishes annual goals and objectives; approves time off, adjusts first level grievances; effectively recommends and imposes discipline, up to and including discharge; prepares and signs performance evaluations; determines and recommends staffing needs.
  3. Establishes policies and standards for fiscal and administrative on-site monitoring reviews and desk audit reviews; prepares state wide coordinated protocols, programs and procedures for the conduct of fiscal and administrative on-site compliance monitoring reviews and desk audit reviews of Department of Human Services (DHS) funded community based services grantee providers, including units of local government, giving due consideration to all Federal State and other applicable regulations, rules and requirements.
  4. Advises the Chief Accountability Officer on the adequacy of established contracts/grants related policies and goals; the effectiveness of methods and controls; the propriety and reliability of records and reports; and the degree of compliance with Departmental requirements.
  5. Provides for the preparation of reports on the results of fiscal and administrative on-site compliance monitoring reviews and desk audit reviews, outlining significant conditions, needs trends and recommendations to Department management and other interested personnel.
  6. Makes recommendations to the Chief Accountability Officer regarding proposed changes in administrative procedures, statutory requirements or other administrative practices for the purpose of ensuring the efficient and economical administration of the Department’s contracts and grants functions. 
  7. Maintains effective and cooperative working relationships with personnel of other State agencies, independent audit firms, community provider agencies and other parties involved in the Department’s contracting process.
  8. Performs other duties as assigned or required which are reasonably within the scope of duties enumerated above.

Minimum Qualifications

  1. Requires knowledge, skill and mental development equivalent to completion of four (4) years of college with courses in business, fiscal or accounting. 
  2. Requires prior experience equivalent to four (4) years of progressively responsible fiscal or accounting, including supervisory experience in a public or private business organization. 

Preferred Qualifications

  1. Three (3) years of professional experience working with state and federal grant statutes and rules relating to grant fiscal and administrative internal controls, related reporting, and corrective action plans to eliminate or mitigate risks to an acceptable level.
  2. Three (3) years of professional experience working with audit guidelines, standards, theory, principles and procedures.
  3. Two (2) years of professional experience working with state and federal statutes, rules and regulations relating to state or non-state contracting and procurement. 
  4. Two (2) years of professional experience working with 2 CFR 200, The State of Illinois Grant Accountability and Transparency Act (GATA), and 44 Ill. Admin. Code 7000 (GATA).
  5. Two (2) years of professional experience working with state accounting systems.
  6. Two (2) years of professional experience assigning work, providing guidance to subordinates, recommending counseling and/or discipline following collective bargaining agreements, training staff, approving time off, and preparing and signing performance evaluations.
